To: Economic Development Commission Members MEMORANDUM <br /> From: Kevin Carroll, Economic Development Coordinator <br /> Subject Comprehensive Guide Plan update <br /> (Economic Development Section) <br /> Date: June 22, 1999 <br /> Attached hereto you will find the latest draft of the Economic Development section of <br /> the Comprehensive Guide Plan. In accordance with last month's discussion, the new <br /> draft reflects the following changes: <br /> I . In Section One [Community Economic Goals], I have deleted the highlighting. <br /> 2. I have renumbered Section Five [Priorities] as Section Two and placed it after <br /> Section One. <br /> 3. I have renumbered Section Four [Resources] as Section Three, converted it to <br /> a "bullet format" as in (the new) Section Two, included a reference to the <br /> • airport's proximity as an additional resource, deleted (in #2)the references to <br /> Highway I 0 and County roads, reworded #4 to expand its scope, and <br /> reworded #5 to eliminate the reference to a "unifying visual theme." <br /> 4. I have renumbered Section Three [Challenges] as Section Four and converted <br /> the table into a narrative summary of"circumstances"that the City intends to <br /> address in a positive fashion. <br /> 5. I have renumbered Section Two [Financial Incentives] as Section Five, <br /> eliminated the attachments, and (per the EDC's request) sought guidance from <br /> the City Council/EDA concerning the extent(if any)to which EDC analysis of <br /> the City's TIF policies is desired in connection with the ED section of the <br /> Comprehensive Guide Plan. With regard to the latter, I have attached a copy <br /> of my 6-21-99 Staff Report to the City Council. At its meeting on that date, the <br /> City Council adopted the specific direction that is outlined in the second <br /> paragraph of that Report. <br /> During last month's discussion of this topic, it was suggested that our working draft of <br /> the ED Section should include more references to (and information about) housing as <br /> 1111 a component of economic development. The EDC members were then advised that <br /> other City staff members and the Planning Commission have been working for months <br /> on a "Housing Element"for the City's Comprehensive Guide Plan.
