Section 9 Redevelopment Plan, Highway 10 Corridor <br /> SRF CONSULTING GROUP, INC. <br /> February 10, 1997 <br /> • <br /> DESIGN <br /> • Goa/#1: Section 9 will serve as an area for the implementation of <br /> creative techniques for achieving functional as well as aesthetic excellence in <br /> design. <br /> o Objective: To create or integrate facilities that enable or enhance <br /> pedestrian and bicycle circulation and provide connections to existing <br /> and proposed trail facilities beyond Section 9. <br /> o Objective: To utilize those standards and elements of design that <br /> generate interest, express vitality, lend character and help to define a <br /> "sense of place" for the neighborhood and the corridor. <br /> o Objective: To incorporate design elements within Section 9 that will be <br /> of a scale and character practical for adoption throughout the Highway <br /> 10 corridor in order to create a single design character. <br /> • Goa/#2: Planning for the redevelopment of Section 9 will afford the <br /> 411 City an opportunity to address city policy and regulatory standards that can <br /> promote thoughtful and responsible site design methods and property <br /> maintenance issues. <br /> o Objective: To promote the use of contemporary standards in the design <br /> and construction of parking facilities that are environmentally sensitive <br /> and aesthetically pleasing. <br /> o Objective: To ensure that the City has landscaping standards that <br /> require and/or encourage the planting of trees and shrubs along major <br /> roadways, within parking lots and public open spaces, and as buffers <br /> between land uses. <br /> o Objective: To support positive sign regulations that facilitate advertising <br /> while avoiding deterioration of the visual environment. <br /> o Objective: To maintain and enhance both the natural elements and <br /> structural improvements of properties within Section 9. <br /> • <br />
