Mounds View Planning Commission May 18, 2016 <br />Regular Meeting Page 4 <br />________________________________________________________________________ <br /> <br />Commissioner Klebsch believed the proposed sign was a major improvement over the existing <br />sign. <br /> <br />Chair Stevenson feared that approving this request could lead to additional dynamic display <br />signs within residential neighborhoods. Planner Sevald commented that if the City Code was <br />amended, future full-color dynamic display requests would have to be reviewed by the Planning <br />Commission as a Conditional Use Permit on a case by case basis. <br /> <br />Chair Stevenson stated he would support a full-color sign at this location. <br /> <br />Commissioner Rundle agreed. <br /> <br />Commissioner French believed the sign would be distracting and should not be allowed in a <br />residential neighborhood. <br /> <br />Commissioner Klebsch also supported the sign at this location given the fact it was not an <br />extremely busy street. Planner Sevald recommended the Planning Commission not approve a <br />variance for Messiah Lutheran Church regarding the non-amber colors, but rather that the City <br />Code be amended. He suggested the matter be tabled in order to allow the City to draft an <br />Ordinance amendment. He provided further comment on the 60-day approval time limit. <br /> <br />Chair Stevenson opened the public hearing at 7:23 p.m. <br /> <br />Kirk Klaus, Pastor at Messiah Lutheran Church, thanked the Commission for their consideration <br />and noted he was present to take comments or questions. <br /> <br />Chair Stevenson appreciated all of the effort from the applicant that had gone into this request. <br /> <br />Commissioner Love questioned if an amber sign had the same technology as a colored sign. <br />Pastor Klaus discussed how the technology differed between the two signs. <br /> <br />Chair Stevenson asked if the sign would have a concrete base. Pastor Klaus indicated the sign <br />would have two yards of concrete as its base. <br /> <br />Commissioner Schiltgen inquired why the church was requesting a full color sign. Pastor Klaus <br />indicated the existing sign was of poor quality and believed the new sign would be a huge <br />improvement. The new sign would allow for better communication with the public and all <br />banners for special events could be eliminated. <br /> <br />City Administrator Ericson commented on how the full-color dynamic display sign would <br />complement the full-color static sign. For this reason, he recommended the Planning <br />Commission direct staff to draft an amendment to the City Code in order to allow the full-color <br />sign. <br /> <br />Chair Stevenson was in favor of tabling action on this item versus denying the variance request.
