Other Planning Activity <br />A. 2008 Comprehensive Plan Update <br />November 5, 2008 <br />Page 2 <br />Community Development Director Roberts stated staff is continuing to work on the <br />Comprehensive Plan Update. Before the Planning Commission tonight are the last two chapters <br />needing their review: Transportation and Public Facilities. These chapters were the combined <br />efforts of City staff and Bonestroo, the city engineering consultant. He stated that staff has <br />scheduled a public hearing for the November 19 Planning Commission meeting in which staff <br />has invited the members of the Comprehensive Plan Task Force to attend. The Planning <br />Commission will receive a complete Comprehensive Plan with page numbers, table of contents, <br />and all the changes made by staff before that meeting. The complete Comprehensive Plan will <br />then go to the City Council at the December I" work session. <br />Chair Stevenson stated the Commission would address the Public Facilities section first. <br />Commissioner Lang questioned Table 18 Community Forecasts on page 7. He stated all of the <br />categories increased but the Average Annual Wastewater flow has not increased. <br />Director Roberts stated the information in the table came from the Metropolitan Council. He <br />suggested that it could be that plumbing is becoming more efficient and thus they expected less <br />wastewater. <br />Commissioner Walsh-Kaczmarek asked about the interceptor and the anticipation that it will be <br />at full capacity. She questioned why the Metropolitan Council was not anticipating Mounds <br />View going to full capacity. <br />Director Roberts directed the Planning Commission to the sanitary sewer map. He explained the <br />interceptor line and stated the city sewer flows into this line and continues downstream to the <br />treatment plant. He stated the line has the capacity of 2.0 million gallons per day and will be <br />flowing at 1.47 mgd. He indicated that engineers do not want the pipe to flow at full capacity <br />and that most of this information comes from the Metropolitan Council. He indicated that he felt <br />confident in the information. <br />Chair Stevenson opened discussion on the Transportation Chapter. <br />Director Roberts stated there are additional graphics and text in this newer version of the <br />Transportation chapter versus the previous comprehensive plan. The additional information is <br />due to the requirements of Metropolitan Council. Also, this chapter is longer than the previous <br />version and is again due to the additional information required by the Metropolitan Council. <br />
