Mounds View Planning Commission November 5, 2008 <br />Regular Meeting Page 3 <br />Commissioner Miller asked if the Metropolitan Council was pushing the trail systems. <br />Director Roberts stated that this is more of a City policy and the direction of the City. The City <br />is encouraging walking and bicycling paths. He stated this is a trend regionally as well as <br />nationwide. <br />Commissioner Gunn asked the difference between a county road and county state aid highway. <br />Director Roberts stated that a county road is Silver Lake Road and Long Lake Road and a county <br />state aid highway is County Highway 10. He stated that county state aid highways are eligible <br />for federal funding. <br />Chair Stevenson stated the maps are dated October 2008 and was wondering if the data on the <br />maps are from October 2008. <br />Director Roberts stated staff received the maps from Bonestroo last month and it was his <br />understanding that the maps are current. <br />Commissioner Walsh-Kaczmarek stated she found it interesting in comparing the data on Figure <br />5: Existing Daily Traffic Volumes and Figure 8: Projected 2030 Daily Traffic Volumes. She felt <br />there would be a large impact for the residents abutting these streets due to the traffic increases. <br />She wondered if lowering the speed limit and redirecting the traffic flow from these streets onto <br />the main streets would be helpful, and if Mounds View should consider adding sound barriers to <br />some of the residential areas to assist in the potential noise issue. She stated she would not want <br />the property values of Mounds View to deteriorate because of sound issues. <br />Director Roberts stated that the expected traffic increases on County Road I and County <br />Highway 10 could be a result of the future development of the TCAAP site in Arden Hills, He <br />stated Mounds View could see an increase in traffic by 2030. He indicated that the City recently <br />saw a report from MnDot identifying 50 high noise level traffic locations within the Twin Cities. <br />These locations were ranked based on traffic volume, noise levels and receptors. He indicated <br />Highway 10 did not make the top 50. He stated this was most likely a result of the limited <br />numbers of affected homes in the area. <br />Chair Stevenson stated that the information in the Comprehensive Plan will be of great help and <br />is pleased with the additional information. He stated this would be helpful as the City of Mounds <br />View goes forward. <br />Director Roberts stated some of the additional information is the requirement of the Metropolitan <br />Council. As the City goes forward with city level projects and county level projects, this <br />information will be very valuable. <br />Commissioner Lang suggested amending Goal 7 policy b. <br />
