Mounds View Planning Commission <br />Regular Meeting <br />November 5, 2008 <br />Page 4 <br />Director Roberts suggested it should read, "The City Code should develop City Code standards <br />to require private development that occurs along County Highway 10 to incorporate, where <br />possible, elements of the approved design plans." <br />Commissioner Gunn asked if staff should add to the railroad section. Although there is no rail <br />line in Mounds View, should staff refer to the rail running through adjoining municipalities? <br />Commissioner Walsh-Kaczmarek agreed that the reference should be added to the rail lines <br />section. She stated that maybe something could be added that Mounds View participates in <br />planning future feeder rail lines. <br />Planning Associate Heller stated the North Star rail system will use the existing rail line system <br />and not newly constructed rail. <br />Director Roberts stated the Metropolitan Council has not identified any additional rail lines for <br />Mounds View for the next 50 years. <br />Commissioner Walsh-Kaczmarek asked if the traffic flows take into consideration the rail <br />systems and the possibility of less traffic due to people using the rail lines instead of driving, <br />Planning Associate Heller stated it would not affect Mounds View that much since the North <br />Star line is primarily for commuting people from the far northwest suburbs and bringing them <br />into downtown. <br />Commissioner Walsh-Kaczmarek stated the biggest issue for Mounds View in the future would <br />be traffic volumes. <br />Director Roberts stated in general, traffic volumes are up two to three percent every year even <br />without adding new developments. This is because people are driving more. He indicated on <br />page 34 it states that Mounds View will cooperate with other agencies in planning for public <br />transit. <br />Commissioner Lang amended the proposed map on page 33. <br />Commissioner Cramblit questioned why there are no water lines shown on Medtronic's property, <br />or does Medtronic control their own water? <br />Director Roberts stated because the water line is going onto private property that may be why it <br />is not shown on the map. The reason that the lines are not shown is that Mounds View may not <br />have the current as -built information. <br />Director Roberts stated that City staff would be distributing the Comprehensive Plan to the <br />Planning Commission in its entirety next week. This will give the Commission plenty of time to <br />review the document before the next Planning Commission meeting. <br />
