Mounds View Planning Commission November 19, 2008 <br />Regular Meeting Page 2 <br />6. Other Planning Activity <br />A. Public Hearing - 2008 Comprehensive Plan Update <br />Community Development Director Roberts introduced himself and stated that before the <br />Planning Commission and Comprehensive Plan Task Force is the complete proposed edition of <br />the Comprehensive Plan Update. He stated the Economic Development Committee has <br />reviewed the economic development chapter. He indicated all requested changes to date have <br />been incorporated into this edition. He stated this plan is not staff's plan but it is the City's plan. <br />Once it is approved by the Planning Commission, it will be brought to the City Council at the <br />December l't Council worksession. <br />Chair Stevenson stated the Table of Contents and the beginning pages have not been seen by the <br />Planning Commission. He complimented the Comprehensive Plan Task Force for the great job <br />and stated he supports this plan. <br />Commissioner Miller stated that this plan is the best Comprehensive Plan she has seen. She had <br />a comment for the Transportation Chapter regarding the airport and the runway length. It was <br />her understanding that this was settled. <br />Director Roberts stated it is settled unless state law is changed <br />Commissioner Walsh-Kaczmarek stated there was a meeting about the runway this week. She <br />stated that the agreement does not affect the east - west runway but the north — south runway. <br />The runway can only be 5,000 feet or less to be considered a minor airport. They are proposing <br />to increase the cast/west runway to 6,000 feet or so. The airport would then no longer be a minor <br />airport and it would be considered an intermediate airport. They could then have cargo planes <br />take off and land 24 hours a day and 7 days a week. Cargo planes do not have the limitations <br />that passenger planes do regarding noise. If the Anoka County Airport expanded to a 6,000 foot <br />runway, it would increase air traffic, which would be detrimental to the quality of life to Mounds <br />View residents. <br />Director Roberts stated that the agreement that Mounds View entered into in 2000 prevents <br />Mounds View from suing Metropolitan Airport Commission until after the year 2020. The <br />Circle Pines and Lexington City Councils have passed resolutions against the desire to have the <br />runway changed. Mounds View's City Council has not passed any resolutions regarding this <br />issue. <br />Commissioner Miller stated she would like to add language to the paragraph to keep the Anoka <br />County Airport a minor airport. <br />Director Roberts stated that City Administrator Ericson attended a meeting about the airport, and <br />is planning to bring something forward to the City Council about the possible runway expansion. <br />
