Mounds View Planning Commission <br />Regular Meeting <br />November 19, 2008 <br />Page 3 <br />Commissioner Miller questioned Chapter 9, Housing, and the 81 additional units of affordable <br />housing by 2020. <br />Planning Associate Heller stated that this is a requirement by the Metropolitan Council and the <br />City must acknowledge this assigned number in the Comp Plan. She stated this is a goal and the <br />Met Council understands the City cannot control the market or necessarily build the units, but the <br />City can guide some land use towards higher density and/or affordable housing or not stand in <br />the way of construction of affordable housing. She stated the land that the City has targeted for <br />redevelopment is along County Highway 10, which is where higher density housing could <br />possibly be developed, such as the new senior housing project that is going to be built. <br />Director Roberts stated that, for example, if all the available land was going to be guided towards <br />being developed for only commercial uses, the Metropolitan Council would question the City. <br />Task Member Bjerke stated that when the representative from the Metropolitan Council was at <br />the Comp Plan Task Force meeting, she stated the Task Force should include the exact number <br />of affordable units in the plan so that that it would be more inline for Metropolitan Council <br />funding. <br />Commissioner Miller made a correction to Chapter 8, page 2 eliminating the word "by" <br />Commissioner Miller questioned Chapter 7, page 5, second bullet, first check, and the statement <br />"ensure that the City has a consistent image by using a brand strategy." <br />Planning Associate Heller stated the City has hired a marketing firm to help Mounds View <br />develop a consistence marketing strategy and vision for the City. <br />Commissioner Miller questioned Chapter 7, page 7, the employment number of the school <br />district in 1994. <br />Director Roberts stated city staff tried researching this statistic and it was found to be without <br />any validation of who conducted the count. It is now noted as an unknown source. <br />Planning Associate Heller stated on Chapter 3, page 4, the term "Rain Garden" should be <br />changed to "Storm Water Infiltration Features." <br />Director Roberts stated that Commissioner Gunn had emailed corrections but they were more to <br />keep the chapters looking consistent. Some chapters had bullet points and others had check <br />marks. <br />Task Force Member Kunz made minor corrections to Chapter 5, page 9, on the Community <br />Facilities Chart. <br />
