Mounds View Planning Commission August 18, 2004
Regular Meeting Page 2
________________________________________________________________________

4. Citizens Requests and Comments on Items Not on the Agenda

None.
______________________________________________________________________________

5. Planning Case CU2004-004, Wayne Seehafer CUP for Dog Kennel 8009 Red Oak
Drive

Planner Prososki explained that this request is for a residential dog kennel at 8009 Red Oak
Drive and it would allow between 3 and 4 adult dogs on the property. She then indicated that the
property owner would be required to obtain an annual kennel license from the City and noted
that as part of the requirements he had to obtain signatures from 50% of the property owners
within 500 feet of the applicant’s property and he has done that.

Planner Prososki indicated that Staff had contacted the Police Department and there have been
no complaints at the applicant’s property during the time that he has lived there.

Planner Prososki indicated that this request is not inconsistent with the City’s criteria and, based
on past record, it does not appear that it would adversely affect the neighbors. She then
explained that Staff received one call from a neighbor to ask if Olde English Bulldogs are the
same as a Pit Bull but, upon conducting research, determined that they are two separate breeds of
dog.

Wayne Seehafer addressed the Commission and explained that he is looking to start a small
breeding program as a hobby and plans on having one or two litters per year. He then said that
he has always had a couple of dogs and there have been no issues with the neighbors.

Commissioner Miller asked how many pups would be in a litter.

Mr. Seehafer indicated that the average is approximately six (6) puppies per litter.

Commissioner Scotch asked if the dogs are kept inside most of the time.

Mr. Seehafer indicated that the dogs go outside when he goes to work.

Commissioner Hegland asked when the pups would be sold.

Mr. Seehafer indicated the puppies would be sold at approximately eight weeks of age.

Chair Stevenson asked how big the adult dogs are.

Mr. Seehafer estimated that males weigh around 70 pounds.

Commissioner Scotch asked how many dogs would be on site at one time.
