Commissioner Scotch thanked the applicant for the way the information was presented. MOTION/SECOND: Miller/Scotch. To Approve Resolution 769-04, a Resolution Recommending Approval of a Conditional Use Permit for a Residential Dog Kennel at 8009 Red Oak Drive. Ayes – 5 Nays – 0 Motion carried. ______________________________________________________________________________ 6. Review Planning Commission Bylaws Community Development Director Ericson indicated that following the discussion at the last meeting Staff was asked to provide the Bylaws for review and consideration as to whether language concerning public comment should be inserted. He then asked the Commission to discuss the language proposed by Staff and noted that it had been reviewed by the City Attorney. Director Ericson read the proposed change to the bylaws concerning public statements. Chair Stevenson commented that he wondered if there would be a way to get by without making this amendment. He then said that it may be better to add some language under the duties of officers and the chairperson to give further authority for control of the meeting. Commissioner Hegland said he feels that the first sentence is all that really needs to be said but the rest makes it clearer. He then said that he feels that any comments are at the discretion of the Planning Commission Chair and it may be better to put something under the duties of the Chair. Commissioner Scotch indicated she liked the language as presented. Commissioner Hegland indicated he would like a statement added about the Chair’s authority to control the comments. Director Ericson suggested adding language to both sections. Chair Stevenson said he does not think it is necessary to add all of the proposed language. He then said it is his duty to control the meeting and it may be sufficient to add a statement under duties to further clarify. Commissioner Hegland suggested adding language that the Chair has the authority to redirect comments to the appropriate venue for those comments.
