Mounds View Planning Commission August 18, 2004 <br />Regular Meeting Page 3 <br />________________________________________________________________________ <br /> <br />Planner Prososki explained that the City’s Code allows, with a CUP, up to 3 or 4 adult dogs that <br />are 6 months of age or older, so dogs under 6 months are not counted. <br /> <br />Commissioner Scotch thanked the applicant for the way the information was presented. <br /> <br />MOTION/SECOND: Miller/Scotch. To Approve Resolution 769-04, a Resolution <br />Recommending Approval of a Conditional Use Permit for a Residential Dog Kennel at 8009 Red <br />Oak Drive. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br />______________________________________________________________________________ <br /> <br />6. Review Planning Commission Bylaws <br /> <br />Community Development Director Ericson indicated that following the discussion at the last <br />meeting Staff was asked to provide the Bylaws for review and consideration as to whether <br />language concerning public comment should be inserted. He then asked the Commission to <br />discuss the language proposed by Staff and noted that it had been reviewed by the City Attorney. <br /> <br />Director Ericson read the proposed change to the bylaws concerning public statements. <br /> <br />Chair Stevenson commented that he wondered if there would be a way to get by without making <br />this amendment. He then said that it may be better to add some language under the duties of <br />officers and the chairperson to give further authority for control of the meeting. <br /> <br />Commissioner Hegland said he feels that the first sentence is all that really needs to be said but <br />the rest makes it clearer. He then said that he feels that any comments are at the discretion of the <br />Planning Commission Chair and it may be better to put something under the duties of the Chair. <br /> <br />Commissioner Scotch indicated she liked the language as presented. <br /> <br />Commissioner Hegland indicated he would like a statement added about the Chair’s authority to <br />control the comments. <br /> <br />Director Ericson suggested adding language to both sections. <br /> <br />Chair Stevenson said he does not think it is necessary to add all of the proposed language. He <br />then said it is his duty to control the meeting and it may be sufficient to add a statement under <br />duties to further clarify. <br /> <br />Commissioner Hegland suggested adding language that the Chair has the authority to redirect <br />comments to the appropriate venue for those comments. <br />
