Mounds View Planning Commission April 16, 2003 <br />Regular Meeting Page 8 <br />________________________________________________________________________ <br /> <br />Commissioner Miller indicated she felt the revocation and licensure comments were good in that <br />there is no set process for determining when licenses would be revoked. <br /> <br />Director Ericson indicated that the way it is drafted the Council could take action after one <br />violation. He then said he does not think that would happen unless there was a valid reason. <br /> <br />Commissioner Hegland indicated that it would be up to the discretion of Council and, while <br />guidelines would be helpful, it would not make much of a difference. <br /> <br />Commissioner Hegland asked whether Canadian and out of state licenses would be allowed. <br /> <br />Director Ericson indicated he would check with the police department for comment. <br /> <br />Commissioner Scotch asked how many hours Mr. Przetycki would be at the shop. <br /> <br />Mr. Przetycki indicated he would be at the shop from 6 to 10 hours per day. He then indicated <br />he has a full staff at his St. Anthony store and at his coffee shop. <br /> <br />Commissioner Miller asked how the Commission felt about shotguns and rifles. <br /> <br />Commissioner Scotch indicated she was not willing to have firearms. <br /> <br />Chair Stevenson indicated he was not willing to have firearms. <br /> <br />Mr. Przetycki indicated that out of the 17 cities he researched not one restricted firearms and left <br />regulation up to the Federal Fire Arms Regulations. <br /> <br />Commissioner Hegland commented that this City is talking about allowing a pawnshop in a <br />shopping center area close to residential areas and other cities may not have a similar location. <br /> <br />Commissioner Hegland indicated he would like to have one more shot at the fees. He then said <br />he has asked for information and it appears that no one is sure what it will cost the City and what <br />the fee should be. <br /> <br />Mr. Przetycki indicated the per transaction fee pays for the electronic system. <br /> <br />Commissioner Hegland asked whether the $1.50 per transaction fee covers the cost of the <br />automated system. <br /> <br />Mr. Przetycki indicated that $1.00 goes toward the automated system and $.50 goes to the City. <br /> <br />Commissioner Hegland indicated he is not convinced that $.50 per transaction covers the cost of <br />the extra work for the police department. <br />
