Approval of Minutes <br /> <br />a. March 20, 2002 <br /> <br />MOTION/SECOND: Miller/Zwirn. To Approve the Minutes for March 20, 2002, as Presented. <br /> <br /> Ayes – 7 Nays – 0 Motion carried. <br />_____________________________________________________________________________ <br /> <br />5. Planning Case VR02-001 <br /> <br />Planner Atkinson explained that this case is a request for a variance from the minimum parking <br />requirements for a 20 unit housing facility. City Code requires 1 ½ spaces per unit plus one <br />garage stall per unit for a total of 50 spaces, 20 of those being garage stalls. <br /> <br />Planner Atkinson reviewed the changes made to the Resolution based on comments made at the <br />previous Planning Commission meeting. <br /> <br />Commissioner Zwirn suggested continuing the sidewalk at the head of the parking spaces to <br />make it more practical for adding the additional parking in the future. <br /> <br />Mr. Bjerkesett indicated that if the parking is added the sidewalk would be continued as well. <br /> <br />Commissioner Johnson questioned whether it would be in the City’s best interest to require <br />escrow funds up front to ensure that the parking lot addition could be completed if needed. <br /> <br />Chair Stevenson asked the approximate cost to add the additional parking spaces if required. <br /> <br />Mr. Bjerkesett approximated the costs to be between $5,000 and $7,000 dollars. He then <br />reminded the Commission that the building he currently operates has 25% more units and the <br />same number of parking stalls and there has never been an issue with parking. <br /> <br />Planner Atkinson explained that the City licenses multifamily facilities and the City could use <br />that as leverage to ensure that the additional parking is added if needed. <br /> <br />It was the consent of the Commission that since the City has the licensing leverage there was no <br />need to require escrow funds. <br /> <br />Commissioner Miller asked if Mr. Bjerkesett had reached an agreement for overflow parking <br />behind Silver View Plaza. <br /> <br />Mr. Bjerkesett indicated he had not but could look into doing so. <br />
