Mounds View Planning Commission October 2, 2002 <br />Regular Meeting Page 2 <br />_______________________________________________________________________ <br /> <br />5. Planning Case CU02-001 <br /> <br />Planner Atkinson indicated the request was for a conditional use permit to operate an automotive <br />repair facility in a B-3 zoning district. He then indicated that auto repair is conditionally allowed <br />in a B-3 zoning district as long as certain criteria are met. <br /> <br />Planner Atkinson indicated that the items discussed at the last Planning Commission meeting <br />were added to the conditions on the conditional use permit. He then indicated that 10 parking <br />spaces are required and two site plans have been provided for review. <br /> <br />Planner Atkinson reviewed the parking site plans with the Commission. He then indicated that <br />either would satisfy the Code and asked for input as to which plan the Commission would prefer. <br /> <br />Planner Atkinson indicated that the vacuum island would need to be removed if parking site plan <br />number two were used. <br /> <br />Commissioner Miller asked if any parking spaces would need to be designated for handicapped <br />parking. <br /> <br />Planner Atkinson indicated that there were currently no spots designated as handicapped spaces <br />and then said that the building official would handle that during the building permit phase. <br /> <br />Commissioner Zwirn indicated he preferred version one for method of operation and ease of <br />congestion and then noted he would prefer to have the parking away from the building for fire <br />and safety reasons. <br /> <br />Commissioner Johnson commented it would be preferable to have the cars away from the <br />building at night. <br /> <br />Chair Stevenson indicated the third stall would not be needed to meet the requirements of the <br />Code. He then said that it would be possible to eliminate stall one and open up the curb to add <br />another stall. <br /> <br />Commissioner Hegland commented that the vacuum island could be left in its current location if <br />parking version one were used. <br /> <br />Chair Stevenson asked if a third stall could be added if the curb cut was changed. <br /> <br />Mr. Studer suggested turning stall one to be parallel to the building to provide for a van <br />accessible handicapped stall. <br /> <br />The Commission indicated it was fine with the version one parking site plan with the addition of <br />the parallel to the building handicapped accessible stall. <br />
