Mounds View Planning Commission October 2, 2002 <br />Regular Meeting Page 3 <br />_______________________________________________________________________ <br /> <br />Commissioner Johnson commented that it would not be advisable to leave vehicles behind the <br />building with a 24-hour operation. <br /> <br />Chair Stevenson commented that the area of stalls two and three would be the place for outside <br />overnight parking. <br /> <br />Commissioner Johnson recommended keeping cars away from the building to discourage <br />vandals. <br /> <br />Commissioner Miller asked if there would be a trash enclosure. The Applicant indicated there is <br />a garbage enclosure now. <br /> <br />MOTION/SECOND: Johnson/Zwirn. To Approve Resolution 710-02, a Resolution <br />Recommending Approval of a Conditional Use Permit to Operate an Automotive Repair Facility <br />in a B-3 (Highway Commercial) Zoning District. <br /> <br /> Ayes – 6 Nays – 0 Motion carried. <br /> <br />Planner Atkinson noted this matter would be heard by the Council on October 28, 2002 at 7:00 <br />p.m. <br />______________________________________________________________________________ <br /> <br />6. Consideration and Discussion Regarding a Proposed Amendment to the Zoning <br />Code Pertaining to Temporary Outdoor Sales. <br /> <br />Planner Atkinson indicated the City Code requires a conditional use permit for all temporary <br />sales and another part of the code requires an administrative permit. He then indicated Staff <br />would like to provide an option for those that only want to operate on a temporary basis that <br />would allow for them to apply for an administrative permit without going through the formal <br />conditional use permit process. <br /> <br />Planner Atkinson indicated that Staff is proposing putting a time limit on some of the smaller <br />vendors to allow for sales shorter than 10 consecutive days. <br /> <br />Planner Atkinson indicated this amendment would apply to all business districts. <br /> <br />Planner Atkinson indicated some other issues have come up for uses in R1 districts such as <br />having sales or festivals at the churches. <br /> <br />Commissioner Miller questioned whether the ten consecutive days should be limited to a certain <br />number of times per year to prevent recurring sales from month to month. <br /> <br />Planner Atkinson suggested allowing three permits through administration per year before <br />requiring the conditional use permit. <br />
