~ PROCHE~INGS OF THE PLANNING COMMISSION <br />CITY OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />A regular meeting of the Mounds View Planning Comnission was called to order at <br />7:30 PM on February 22, 1978 at the Mounds View City Ha11, 2401 Highway 10, <br />Mounds View, Minnesota 56112. <br />Members present: <br />Chairperson Haake <br />Comnission Member Fedor <br />Ccrt.nission Member C,lazer <br />Comnission 14ember Burme9ster <br />Cortmission Member Foss <br />A1so Present: <br />Commission Member Mackeben <br />Comnissian Member Blanchard <br />Counciimr.mber Baumgartner <br />Building and Zoning Official Rose <br />Absent: <br />Co~miission Member Giazer asked that the minutes of the February 8, 1978 meeting <br />be corrected on page 3, the tast sentence, to read "...Anoka County Airport, <br />(Janes Field).". <br />/" MSP (Glazer-Burmeister) to approve the minutes of the February 8, 1978 meeting <br />as corrected. 4 ayes <br />_. 1 abstain <br />Comnission Membar Hnake stated that she was absCatnin~ from the vote as she had <br />been absent from the previous meeting. <br />MINOR SUBDIVTSION REZONING AND CONDITIONAL USE PERMIT REQUEST OF GLENN KARLEN - <br />2&09 COUNTY RO G I <br />Official Rose reported that Mr. Karlen has requeated to lacate a self-service car <br />wash business on the northwest corner of County Road I and S11ver Lake Road. <br />Rpproval oF the request would require the City to approve a minor subdivision <br />creating two l~ts, n rexaning of one 1ot from R-1 to B-3 and a conditional use <br />permit for the car ~aASh usage. <br />P7anning consideratlons include that the proposed sketch for the subdivision creates <br />two code conforming lots, of which both equal or exceed size requirements for R-1 <br />and B-3 lots. The setbacks for existing and proposed bu77d1ng features meet <br />minimum requiremants with the exce;tior ~:liat code requires a minimum 10' green <br />strip abutting residentrel properties, while the applicant has oniy provided <br />approxlmately 5' on the west and north sides. If the Comnission were to approve <br />Mr. Karlen's request, he wou7d submit a surveyor's certificate for subdivis;on. <br />Official Rose stated that present zoning and land use plan designatien is singl2 <br />famlly, and Che parcei in question has been considered for possibte duplex <br />development by other developers in contact with the City. The property does <br />corner o~i two minor arterial status ;treets ana the proposed use generates minimum <br />A.O.T. for B-3 uses. <br />
