February 22, Z978 <br />Pege 2 <br />Or'ficial Rose reported thAt a1i specif1ed condittuns under Conditionel Use Permlt <br />RequiremenCs, Section 40,17, Sub. d can be satisfted, wiCh the exception of the <br />~ntnimum ten foot setback required alung residentiai properties, <br />Officia1 Rose stated that Mr. Karlen has requested tw4 curb cuts, one on County Road <br />I, to be an entrance, and an exit on 511ver Laks Road, The pro~ected A,D.T. is <br />under 200 vehicles. Mr. Karlen praposes to screen residential properties with <br />a six faot opaque redwood fence, wi~ich should be required to encompass the <br />proposed B-3 property, including the unused northwest portion, which would more <br />readity allow its maintenance. Mr. Karlen has proposed piantin5s atong the minor <br />arterial frontages. Also, the present plat would allow a stacking of 12 vehicles <br />with additlonal diā¢ive through space avaiTabie. <br />Offtciai Rose stated that the sewer and water services are available ior the B-3 <br />conditionai use permit request, and that Mr. Y,arlan may he required to install <br />a catch basin, if on surface drainage is unfeastb7e. Offiaial Rose added <br />that if Mr. Kartan's requests are approved, a development agreement would be <br />drawn up, takiny fnCa cons;deration ~oncrete curbing, opaque fencing, plantin9s, <br />signs, 1lghting and drainage. <br />C~mnission Member Glazer questioned where the wate~ from the car wash would go if <br />the City dra7nage pro~ect is not approved. Official Rose replied that the present <br />s~stem catch basin crosses the street and enters into the Kraus-Anderson property <br />and goes through that d9tch and travels south, ending up in Long Lake. <br />Camnission Member Glazer asked how the Rice Creek Watershed District felt about <br />soap from the car wash going inta the lake. Official Rase replled that sand and <br />grease traps would be required inside the car wash, and that the PCA would have <br />___.to approve whatever deteryents were used. I~e a)so added that the water from the <br />car wash would go into the sanitary sewer system, and that it was fust the run-off <br />from the exterior pavement that wou7d be going into the storm sewer system. <br />Mr. Xar]an added that it would only be outside rainwater that would be going into <br />the storir~ sewer system and that a11 other water wnu7d be going into the sanitary <br />sewer system, and that he would be charged accordi~igiy. <br />Corrm7ssion Member Gtazer questioned what the average water consumpLion would be per <br />montf~. Mr. Karlan replled that he has a similar operation in 8iaine and that the <br />average water cansumption ia 100,000 gallons per month. He stated tf~at only 8 gallons <br />of water are used per cycTe. Official Rose added that the type of sprayer to be used <br />was high pressure - 1ow valume. <br />Mr. K~r1an stated that the car wash would be self service but that he wouid have <br />an attendent on duty at a11 times, both to protect his investment and to assist <br />the customers if any mechanical prob7ems occur with the equipment. Mr. Karlan <br />added that there are several neighborhood businesses along Silver Lake Road pre- <br />sently and tt~at he fe1t the corner he had selected would'be a good one for such a <br />business. He also stated that he had spoken with some of the neighbors, who had <br />said they would appreciate having a car wash in that locatton. <br />Chairperson Haake inquired what the hours of operation wouid be. Mr. Karlan replled <br />thet it would be open from 7 AM to 10 PM, seven days a week, with'Saturday and <br />Sun4ay being the busiest deys. <br />Commission MemSer Fedor questianed if the land was lower than tbe road. Mr. Karlan <br />replied that the property was lower than County Road I but it was levet with or <br />higher than Silver Lake Road, <br />
