Comnlssion Member Burmeister stated she would 11ke B-4 wlth a conditionai use permit, Comnission Member Glazer stated he would like B-3 with a conditional use permit. Chairperson Haake stated she would like B-4, with a conditionat usa permit. Official Rose stated that they have an option to hnid a pubiic hearing , under the Conditional Use Ordinance 40.23, Subdivision A, 10, which cauld include requiring a licence, limiting Lhe hou~~s of operation, and stating something'to'the fact thet it does not corfttct with thp characCer of the development or an intended use. Commission Member Fedor stated that he felt the Plar.ning Comnission shouid be consider- 1ng the issue thraugh a license, rather than thro~gh rezoning, as a iicense wouid allow much stricter controls. He recommended holding a publlc heariny. ~MSP (Haake-Burmeister) to recomnend to the City Cnunci7 that the zoning code be amended to inciude health spas in Mounds View, and that the cirssiflcatlon for health spas be placed under B-4 zoning, with a conditional use permit required. A suggested deflnition for health spas is as follows, that tiiey be a private ar public bul7ding or portio~ thereof, liaving roans for a principle use of exercising, and a secondary use of suntanning, bathing, steem bathing, and restrooms, This does not include a sauna. Also, the Plennin~ Comnission suggests that a conditional use permtt be included, limiting the hours of operation, that the use does not confiict with the character of the development and intendeG use of the disCrict and surrounding districts, and any additionat restrictions that Staff and the Council would sug9est. Councilmember Baumgartner stated that Staff should be asked to go around and get defi- `" ~nitions from other cities on saunas and rap pariors, and then ask the attorrtey to conte ~up with the prqper wording. Chairperson Haake asked that StafY comp1le information for them as to how other cities handle saunas, rap parlors and spas, and what zoning c7assiflcation they are a77owed under, and copies of those comnun141es ordinances.
