He recommended holding a publlc heariny. <br />~MSP (Haake-Burmeister) to recomnend to the City Cnunci7 that the zoning code be amended <br />to inciude health spas in Mounds View, and that the cirssiflcatlon for health spas <br />be placed under B-4 zoning, with a conditional use permit required. A suggested <br />deflnition for health spas is as follows, that tiiey be a private ar public bul7ding or <br />portio~ thereof, liaving roans for a principle use of exercising, and a secondary use of <br />suntanning, bathing, steem bathing, and restrooms, This does not include a sauna. <br />Also, the Plennin~ Comnission suggests that a conditional use permtt be included, <br />limiting the hours of operation, that the use does not confiict with the character of <br />the development and intendeG use of the disCrict and surrounding districts, and any <br />additionat restrictions that Staff and the Council would sug9est. <br />A rollcall vote ~:as taken: <br />Cnmmissioa Member quan - ays <br />Commission Nember ~lanchard - aye <br />Cortmission Member Burmeister - aye <br />Comnission Member Glazer - nay <br />Comnission Member Fedar - nay <br />Coimntssion Member Foss - nay <br />Chairperson Haake - aye 4 ayss <br />3 nays <br />Commission Member Fedor recomnended,that saunas and rap parlors a7so be addressed. <br />Councilmember Baumgartner stated that Staff should be asked to go around and get defi- <br />`" ~nitions from other cities on saunas and rap pariors, and then ask the attorrtey to conte <br />~up with the prqper wording. <br />Chairperson Haake asked that StafY comp1le information for them as to how other cities <br />handle saunas, rap parlors and spas, and what zoning c7assiflcation they are a77owed <br />under, and copies of those comnun141es ordinances. <br />
