Official <br />Fiose rsplied that it would be, in one of the vacant stores. <br />Councilmember eaumgartner suggested that a condltional use permit be required if the <br />spa was approved. <br />OffSciai Rose read a definition he }~aJ p~~epared for a hcalth spa, that it he a prdvate <br />.~-~,or pub7ic 6uiZding or portion thereof, having rooms for a princ+pie use of exercising <br />and a secondary use of suntanning, bathing> steam bathing, and restrooms, which would <br />'~-% not inciude saunas. OFficial Rose added that he wou7d have to hav~ the attorney look <br />at the definttion for his approval. <br />Com~Hssion Member quan stated he ~ou7d like the City Attarney to review the definitioh. <br />Commission Mem6er G7azer stated that since the property does abut R-1 property, he felt <br />it would be more difficu7t to maintain R-i zoning. He stated he felt 8-4 zoning would <br />draw clientel on a region-wide basis, whereas B-3 would be more municipally located and <br />he would prefer B-3. <br />Comnission Member Burmeister patnted out that the shopping cPnter will be B-4 under <br />the zoning reclassification. Commission Mem6er Glazer replied that it the Planning <br />Commissi~n requires the spa to be 8-4, it would percipitate the whole Paster Ente'rprises <br />be changed to e-4., <br />Offictai Rose stated that if Attorney Mayers feels the whole center should become B-4, <br />a pubiic heartng cou]d be he1d. <br />Mr. Doty asked if the Pianning Commission would have to specify if tiiey want B-3 or <br />D-4 now, since it is ,just a pt~oposed devel~p~nent. He sugqested leav9ng the zoning <br />low and making it higher upon request. Chairperson Haake rep7led that they must <br />spec~ify where they wunt the difPerent deveiopment to go lnto the City.
