GRAHAM - 2515 COUNTY ROAD I <br />Official Rose reported thet the applicant has requested rezonin~ of the property <br />~ from R-1 t;'R-2, in order to build a duplex of which he plans to occupy ha1f and <br />~ rent the other ha1f. <br />°lanning considerations include that both the present znning and land use map <br />designations are R-1 but the east half of Lot 11 has been developed as a duplex and <br />the City has considered other frontages along County Road i far dup7ex deveTopment, <br />due ta the exposure of heavy traffic. The proposed 1ot meets frontage and area <br />requirements for R-2 construction. The propos2d buiiding pian and sfte p7an would <br />require a 2' variance for the rear yaru setbeck, since ttiere is only 28' and 30' <br />is required. doth water and sewer services are avallabie, and permits w917 be <br />required for services to travel througn the St. Paul Water Works easement. <br />Off9cia7 Rose recomnended that a development agreement include sodding, paving, <br />concrete sldewatks, plantings, with a minimum of 2, drainage to County Fnad I and <br />$1,OOq escrow or bond. Official Rose recomnended the rezoning request be appraved <br />from R-1 to R-2, since this would tolerate the traffic and buffer the existing R-1 <br />develcpment to the north. <br />t4r. Graham stated that he couid possibty shift the proposed buiiding on the Tot, but <br />would prefer to leave it as it is p7anned. Chairperson Haake questioned what the <br />setback was fnr 2he dupiex next to the tot, and stated that she ~touid prefer having <br />the front yard setback 28' rather than the rear. Official Rose replied that he <br />thouynt Ciie se2bdck for the other dupiex ~:as 30' ~nd sYat~~ that t!!a duplex wuuld <br />be a different style and set differently on the 7ot than the daplex nexC door. <br />Cartmisslon Member Foss asked if the St. Paui Water Works owned the property going <br />~ through hir. Graham's lot. Chairperson Naake replied that Chey did. <br />Comni;sion MPmber 8lanchard asked if Mr. Graham planned on living in the duplex once <br />it was built. Mr. Grahain replied that he wou7d be moving in but viasn't sure how 1ong <br />he woutd be 1lvinq therc. <br />
