Official Rose also pointed out thaC the actual <br />basement floor wi11 be onty 3G" below the ground. <br />MSP (Blanchard-Fedor) to recommend to the Council that they issue a buildiny permit <br />for a duplex at 7636 Woodlawn D~ive, as Fresented this evening, and a development <br />agreement be antered into between thz applicant and the CiCy. 6 ayes <br />Commission Membor Quan stated he wants someone, such as the Ramsey County Water <br />District, to cane out and look at the property and check it for drainage. Officlal <br />Rose replied th&t 1f Canmission Member Quan wants assurance, he should require soil <br />tests, since Ramsey C.ounty Water Ilistrict witl only ref~r to their graphs, snd they <br />da not take so11 borings. <br />Conmission Member Fedor pointed out that the developer wi17 be staying a goad viay <br />above the water table, about 28" to 30". <br />Mr. Kocemba atated that he had bu11t in bad soil before and would never build in it <br />agair.. 11e added that Official Rose wiil be checkiny the footings and wi17 know if <br />the so11 is bad, and if it is, it wi11 be taken care of. He added that he does not <br />want to go to the expense of having the so~l checked out at this time. <br />I~ Comnission Member quan stated that Ramsey County Water District is a free service. <br />Coumission Member Foss replied that he did not fee7 it was a free service as all tax <br />payers were paying for it. He added tha2 both the builder and the Building Inspector <br />are qualified to ~udge whether the soit is baA, and that it is a waste of time to get <br />all those government agencies involved when they wi11 not comnit themselves to any- <br />T.hing. Comnission Member Foss added that having Ramsey County Water District come <br />out would be a bad use af tax dnllars, and pointed out Chat the builder rould not be <br />building a duplex in that price range without taking alt necessary precautions. <br />Official Rose stated that a previaus addition in the City had run into peat and put <br />pilings in. He edded that if the so17 luoks questianable, the builder wi31 then have <br />suil tests done. <br />Comm~ission Member Fedor puinted out that when Official Rose inspects the footings, he <br />will know fY there is a problem. Official Rose added thaw he wi11 be at the site when <br />the Caterpillur is there and if there appears to be a problem, he will have them dig <br />deeper unti] they h;t buildable ground. <br />Comnission Member quan stated he would withdraw his reconenzndat9on that the Ramsey <br />County Water District check lnto the property. He addeG that 1f St~ff is going to <br />inspect it, they shouyd inspect 1t for signs of organic soil and correct 1t. <br />PREVIOUS CITY COUNCIL ACTIONS <br />Official Rose reported that the Council rescheduled the rezoning for 2291 Kno11 <br />~~rive. <br />
