Mounds View Planning Commission May 3, 2000 <br />Regular Meeting Page 11 <br /> <br /> <br />stated the Commission was provided a letter, which indicates the importance of the Local Water <br />Management Plan. He advised that the Metropolitan Council would consider the Comprehensive <br />Plan incomplete until they receive that plan. <br /> <br />Community Development Director Jopke indicated the latest deadline for application submittal <br />for the vacancy on the Planning Commission is May 19, 2000. He stated applications were <br />available at City Hall or on the City’s Website, and encouraged interested parties to apply. He <br />advised that the Mayor would make a recommendation to the City Council for that vacancy. <br /> <br />Planning Associate Ericson stated with regard to the request for a variance to allow for an 8-foot <br />fence in front yard of 8438 Groveland Road, the applicant appeared before the City Council at <br />their Work Session on Monday night. He explained that the applicant desired to alert the <br />Council regarding her situation and her immediate need. He indicated there have been <br />discussions between the Council, himself, and Police Chief Clark regarding what could be done <br />to resolve this issue. He advised that there was discussion regarding interim use permits and <br />amending the Code, and the process and time line involved. <br /> <br />Planning Associate Ericson stated there was discussion regarding the potential installation of <br />landscaping, with six-foot evergreens spaced one-foot off center, which could provide an <br />immediate buffer, however, there are some concerns that anything planted in that area has a <br />tendency to die. He stated they discussed the possibly of involving the City Forester to obtain <br />some feedback in this regard. He indicated the applicant was hesitant to consider the landscaping <br />option, given that she has attempted this in the past. <br /> <br />Planning Associate Ericson advised that at the next Council meeting, there would be discussion <br />regarding the possibility of bringing forward an Emergency Interim Ordinance that would allow <br />for a taller fence in this type of situation, as well as other situations that have arisen in the past, <br />in which the Council could impose additional screening requirements with the conditional use <br />permit or the development review. He advised that the matter is progressing and staff was <br />keeping in contact with the applicant, and attempting to maintain order in the neighborhood. <br /> <br />B. Upcoming Planning Cases <br /> <br />Planning Associate Ericson stated five planning cases would be before the Commission at their <br />next meeting on May 17th. He stated there would be two conditional use permits for oversized <br />garages, a conditional use permit for outside storage, a conditional use permit for an oversized <br />shed, and a variance application for a garage located closer to the property line than what is <br />allowed. He indicated that if time permits, they would also attempt to review the first draft of <br />the ordinance pertaining to tattoo shops, body piercing, and establishments of this nature. He <br />stated staff has met with representatives from TOLD Development Group, and the Commission <br />should be seeing this application on the agenda at the first meeting in June. <br /> <br />10.
