Planning Case No. CU00-005 <br /> <br />Property Involved: 7474 Groveland Road <br />Public Hearing, Discussion and Consideration of Resolution 618-00, a Resolution <br />Recommending Approval of a Conditional Use Permit for a 400 Square-foot Shed. <br />Applicant: Phil Johnson <br /> <br />The applicant was present. <br /> <br /> <br />Planning Associate Ericson gave the staff report as follows: <br /> <br />The applicant, Phil Johnson, is requesting a conditional use permit for an oversized shed at his <br />property located at 7474 Groveland Road. The applicant is seeking a 400 square-foot shed, <br />which is the maximum size allowed for a non-garage accessory structure. The 15,840 square- <br />foot, well maintained lot is improved with a newer brick split-level home and attached two-car <br />garage. There is currently one small shed on the property that will be removed to make room for <br />the proposed larger shed. Numerous mature trees and an 8-foot privacy fence shield the <br />backyard view from adjacent properties. <br /> <br />Planning Associate Ericson provided the Commission with photographs of the property. He <br />stated the subject lot is larger than the typical smaller lots in the City, as are the majority of the <br />lots located in this area. He indicated the area is comprised of an interesting variety of housing <br />styles, designs and age. <br /> <br />Planning Associate Ericson stated the Planning Commission is required to examine the adverse <br />affects of the proposed use. He advised that staff has reviewed the five identified criteria, which <br />include the relationship with the Comprehensive Plan, the geographical area involved, and <br />whether or not the use would depreciate the area in which it is proposed. He indicated staff has <br />also examined the character of the surrounding area and the demonstrated need for such a use. <br />He stated the property owner has indicated there is a definite need for the additional storage on <br />the property, as the existing shed is full, and therefore, from the standpoint of a demonstrated <br />need, the criteria appear to be met. <br /> <br />Planning Associate Ericson stated staff has gone to the property and examined the location of the <br />proposed shed. He indicated the very mature trees on this property provide some screening, as <br />does the privacy fence, which surrounds the perimeter of the backyard. He explained that in <br />terms of buffering and visibility to the neighbors and the street, staff believes that the screening <br />requirements are met. He added that in staff’s opinion, there would be very minimal adverse <br />affects as a result of the proposed use. <br />
