<br />. <br /> <br />. <br /> <br />. <br /> <br />RESOLUTION NO. 137A-85 <br /> <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br /> <br />RECOMMENDATION TO THE CITY COUNCIL REGARDING MOUNDS VIEW <br />PLANNING CASE NO. 174-85, RONALD L. RICHARDSON <br /> <br />WHEREAS, Ronald L. Richardson has requested City approval to <br />construct a self-serve car wash near the southwest corner of County <br />Road H-2 and Highway 10 (2320 Highway 10) in the City of Mounds <br />View; and <br /> <br />WHEREAS, construction of this building, as requested, <br />requires approval of the development, minor subdivision and <br />conditional use permit; and <br /> <br />WHEREAS, the Planning Commission has reviewed the staff <br />report and reviewed information submitted by the applicant which <br />includes the follows: <br /> <br />1. Development Plan <br />2. Site Survey <br />3. Evidence of Site Control; and <br /> <br />WHEREAS, the Planning Commission has also reviewed this <br />proposal and it is in conformance with all chapters of the Municipal <br />Code, specifically Chapter 40, 42, 49, and 49A and State Statutes; <br />and <br /> <br />WHEREAS, this development does not need to be reviewed by the <br />Rice Creek Watershed District; and <br /> <br />WHEREAS, the Storm Water Control will be approved by the City <br />Engineer prior to City Council approval; and <br /> <br />WHEREAS, the Minnesota Department of Transportation verbally <br />stated that they cannot deny the request for a curb cut; and <br /> <br />WHEREAS, Glen Van Wormer of Short-Elliott-Hendrickson, and <br />the City Engineer have reviewed the proposed curb cut with respect <br />to whether or not the curb cut should also provide access to the <br />vacant lot to the south; and <br /> <br />WHEREAS, the distance between this proposed curb cut and the <br />future curb cut on the vacant lot is recommended to be a minimum of <br />180 feet; and <br /> <br />WHEREAS, the traffic using the self-service car wash will be <br />relatively low and an access to the vacant lot to the south can be a <br />minimum of 180 feet from the curb cut; and <br />
