<br />. <br /> <br />. <br /> <br />. <br /> <br />Planning Commission Resolution 598-99 <br />December 1, 1999 <br />Page 3 <br /> <br />and other public facilities and utilities which serve or are proposed to serve the area. <br />(2) The use will be sufficiently compatible or separated by distance or screening jrom adjacent <br />residentially zoned or used land so that existing homes will not be depreciated in value and there will <br />be no deterrence to development ofvacant land. <br /> <br />The Church property is bordered on three sides by public streets--Long Lake Road to the <br />west, County Road I to the north and Bronson Drive to the south. To the east, the Church <br />abuts both medium and high density residential properties. These properties are at least one <br />hundred feet away at their nearest point and as far away as 500 feet from the Church. The <br />magnitude ofthe separation, in staff's opinion, is ofa sufficient distance so as to not have any <br />depreciatory effect on the residential properties. <br /> <br />(3) The structure and site shall have an appearance that will not have an adverse effect upon <br />adjacent residential properties. <br /> <br />The existing Church, given its separation from other uses, fits well in this area and is <br />aesthetically pleasing. As evidence of this, the Church and the architect who designed it <br />received an award in 1967 for architectural excellence from the Minnesota Society of <br />Architects. The expansion will match the appearance and design of the existing structure and <br />will add to the overall appearance of the community. <br /> <br />(4) The use, in the opinion of the City Council. is reasonably related to the overall needs of the City <br />and to the existing land use. <br /> <br />The fact that the Church has existed in this location for 42 years with a consistent and <br />growing congregation is proof alone that the use satisfies a community need. Its expansion is <br />a direct result of the Church's growing congregation and its desire to be more responsive to <br />its membership. <br /> <br />(5) The use is consistent with the purposes of the Zoning Code and the purposes of the zoning district <br />in which the applicant intends to locate the proposed use. <br /> <br />Churches and other institutional uses are conditionally permitted within the R-I, Single-family <br />residential district. <br /> <br />(6) The use is not in conflict with the Comprehensive Plan of the City. <br /> <br />The Comprehensive Plan designates this property as a "Church" use. Churches and other <br />institutional uses are conditionally permitted within the R-I, Single-family residential district. <br /> <br />(7) The use will not cause traffic hazard.~' or congestion. <br /> <br />Staff is unaware of any congestion problems on Long Lake Road as a result of the Church's <br />services. The additional traffic generated by the expansion would not add any significant <br />
