Also, the times during which the Church would <br />have its greatest impact upon the street is also a period of relatively low traffic counts. Given <br />these facts, it is not anticipated that use will not cause traffic hazards or congestion. <br /> <br />(8) Adequate utilities, access roads, drainage and necessary facilities have been or will be <br />provided <br /> <br />All of the infrastructure serving this site are installed and provided--no additional <br />infrastructure will be needed to accommodate this use or its expansion. <br /> <br />NOW THEREFORE BE IT RESOLVED that the Mounds View Planning Commission, <br />finding that all of the requirements have been met, does hereby recommend that the City Council <br />approve a conditional use permit and development review for the operation and expansion of the <br />Sunrise United Methodist Church as requested by Vanman Companies, with the following <br />stipulations: <br /> <br />1. The design and character of the expanded areas shall match and complement the existing <br />architecture of the Church. <br /> <br />2. <br /> <br />The existing non-conforming parking lot setback shall be allowed to persist until such time <br />that the parking lot is reconstructed or resurfaced and the non-conformity can be <br />corrected . <br /> <br />3. Two additional parking stalls shall be marked and posted as "handicapped" to comply with <br />ADA requirements. <br /> <br />4.
