Mounds View City Council <br />Regular Meeting <br />-------------------------------------------------- <br />• Motion/Second: Blanchard/Hankner to approve Reso- <br />lution No. 2444, authorizing the advertising of <br />the sale of tax increment financing bonds, to <br />include the amendments of the previous motion. <br />4 ayes 0 nays <br />Clerk/Administrator Pauley noted bids would be <br />received on the bond sale on February 27. <br />Clerk/Administrator Pauley explained the Council had <br />previously entered into an agreement with Ramsey <br />County for recycling, and they must now authorize <br />the contract with the provider of the recycling <br />service. <br />City Planner Herman reviewed the contract with Super <br />Cycle, Inc. She explained they would begin picking <br />up twice a month in April. She stated the changes <br />in the contract would be to go to twice a month, and <br />to include multi family buildings, which will be <br />brought aboard at the request of the City. She <br />• stated, also, that the prices would be going up. <br />Mayor Hankner noted they will need to encourage <br />the residents to utilize this service, and they need <br />to look at ways to increase the participation rate. <br />Motion/Second: Wuori/Quick <br />and Clerk/Administrator to <br />with Super Cycle, Inc. for <br />1989. <br />to authorize the Mayor <br />enter into the contract <br />recycling services in <br />4 ayes 0 nays <br />Public Works Director Minetor presented an overhead <br />map of the area, showing the existing MTC route and <br />the change they are requesting. The new route <br />would require less turns to be made and would pro- <br />vide better service to people living north of Ardan <br />Avenue. If the request is approved, the MTC will <br />be handing out notices to riders on the bus, and <br />it would be announced on cable tv. The effective <br />date requested is April 3. <br />Public Works Director Minetor stated the condition <br />of the roadway is the same for the existing route <br />• and proposed new route. <br />Councilmember Wuori noted that Ardan Avenue is a <br />snow route, which gets plowed earlier, which would <br />provide the buses with a better surface to travel <br />on early in the day. <br />January 23, 1989 <br />Page Four <br />------------------ <br />8.
