Consideration <br />of Staff Memo <br />Regarding <br />Amendment to <br />SEH Agreement <br />for Ardan <br />Avenue <br />Drainage <br />District Study <br />Minetor reviewed his 17. <br />the Council concerning a testing <br />the Minnesota Department of <br />that over the next two years,, <br />tested for, and he reviewed <br />and disparity in how these costs <br />Mayor Hankner reviewed proposed Resolution No. 2447,, <br />giving the City's official position in opposition to <br />the proposed method of surcharge. <br />Motion/Second: Quick/Blanchard to approve Resolution <br />No. 2447, stating the City's official position regard- <br />ing testing surcharges proposed by the Minnesota <br />Department of Health, and waive the reading. <br />4 ayes 0 nays <br />4 ayes <br />Clerk/Administrator Pauley explained the proposed <br />change to the next two ordinances is the same in that <br />it removes the statement requiring appointments to <br />be filled for vacancies on the Planning Commission and <br />Parks and Rec Commission at the organizational meeting <br />of the Council in January. This change will allow <br />appointments to be made whenever it is appropriate. <br />He added that Commission members continue to hold that <br />position until a replacement is appointed. <br />Motion/Second: Blanchard/Hankner to approve the first <br />reading of Ordinance No. 455, an ordinance amending <br />Chapter 32 of the Mounds View Municipal Code entitled <br />"The Planning Commission" and waive the reading. <br />0 nays <br />18. <br />Motion Carried <br />Consideration <br />of Resolution <br />No. 2447 Re- <br />garding <br />Minnesota <br />Dept. of Health <br />water Testing <br />Surcharge <br />Motion Carried <br />First Reading <br />of Ordinance <br />No. 455 <br />Motion Carried <br />
