Mounds View City Council February 27, 1989 <br />Regular Meeting Page Three <br />-------------------------------------------------------------------------- <br />six months of age, and he recommended a complaint be <br />filed with the Police Department. who would handle it. <br />Mayor Hankner stated the most critical part of any <br />ordinance is the enforcement of it. <br />Police Chief Ramacher explained these complaints <br />would fall under public nuisance, and the Police Depart- <br />ment needs complaints to be able'to enforce the <br />ordinances, as they need to get the complaints on the <br />record. <br />Attorney Karney advised that judges tend to look more <br />favorably upon a complaint lodged by a resident, rather <br />than just by the Police Department. <br />Mr. Carpenter suggested the City look at having pick-up <br />for aluminum in the City, as part of recycling. <br />Clerk/Administrator Pauley explained the Council will <br />receive a presentation by the Ramsey County Health <br />Department at their March 20 agenda session, concern- <br />ing environmental waste, and they will address the <br />issue then. <br />Mayor Hankner noted the most recent city newsletter <br />has a large article on recycling. <br />Ron Langness, of Springsted, Inc., reviewed the bids <br />received for the tax increment bonds for the SYSCO <br />project, and recommended the few bid of Miller and <br />Schroeder, at 10.04. They had estimated the rate to <br />be 9.830. He explained the impact of the higher <br />interest rate will mean about $10,000 less will be <br />available to the developer. <br />Motion/Second: Hankner/Quick to approve Resolution <br />No. 2458, authorizing and awarding the sale of, and <br />providing the forms, terms, covenants and directions <br />for $1,760,000 taxable general obligation tax increment <br />bonds, Series 1989A, and pledging for the security <br />thereof tax increment from tax increment financing <br />District No. 3, and waive the reading. <br />4 ayes 0 nays <br />Clerk/Administrator Pauley explained this ordinance <br />. amends the B-2, B-3 and B-4 zoning under Sections <br />40.17 Subd. B, 40.18 Subd. B and 40.19 Subd.
