- Mounds View City Council April 24, 1989 <br />Regular Meeting Page Six <br />-------------------------------------------------------------------------- <br />• Mr. Nelson explained the project involves 18.8 <br />acres, and he reviewed the proposed public improve- <br />ments, impact on surrounding neighborhoods, land- <br />scaping plan, parking, building architecture, traffic <br />analysis, elevations and line of sight drawings and <br />lighting plans. <br />He stated they do not have any imminent plans for <br />rezoning the remainder of the O'Connell property, <br />and they are content to go with a PUD ar leave it <br />as an R-1. <br />Mr. Nelson reported they have submitted the wetland <br />alteration permit request to the City and Barr <br />Engineering, and he reviewed the areas affected and <br />their proposed. action. He stated they would also <br />meet all Rice Creek Watershed District requirements, <br />and he reviewed the permits which are necessary <br />and the timing on the project, <br />Mr. Nelson also reviewed the plans for the trail <br />system. <br />Savri Ayaz, 7751 Bona Road, stated he is interested <br />in the wetland, and overall the plan looks nice, <br />but he is still concerned with encroachment on the <br />wetland. <br />Clerk/Administrator Pauley reported the Planning <br />Commission will be considering it at their May 3 <br />meeting, and they hope to have the Barr Engineering <br />report by then. <br />Bill Franke, of Everest Development, stated they are <br />concerned about the wetland also. He stated the <br />Corps of Engineers has a rating system on wetlands <br />and the proposed wetland will rate far above the <br />existing wetland. He added he feels the improvements <br />made to the wetland would be significant. <br />Mr. Ayaz stated he was still concerned about <br />making any change and setting a precedent. <br />Mr. Frank replied they will be happy to include <br />citizen groups in their meetings. <br />Mayor Hankner stated the Council is cautious <br />about setting precedence and doing anything with <br />the wetland. She added they want to preserve the <br />integrity of the ordinance, as well as of the <br />wetland. <br />Mr. Frank stated they are very aware of the concerns <br />the community has. He added what has been pre- <br />sented tonight represents over six months of work, <br />and they are confident they are meeting .the needs, <br />and are proud of their proposal. <br />
