Permitting the expansion will not depreciate the neighborhood nor will it cause <br />additional traffic congestion or reduce airflow or light to adjoining properties. <br /> <br />9 _ There is a demonstrated need for the expansion given the number of students and <br />expressed conditions of overcrowding and limited parking availability. <br /> <br />NOW, THEREFORE, BE IT FURTHER RESOLVED, the Mounds View Planning <br />Commission, based upon its above-stated findings of fact, does hereby recommend to the City <br />Council approval of the development review and conditional use permit request for the Pinewood <br />Elementary School, located at 5500 Quincy Street, subject to the following: <br /> <br />1. The Site Plan shall be revised prior to City Council review to clearly indicate building and <br />parking lot setbacks_ <br /> <br />2_ The building expansions shall match to whatever extent possible the existing brick <br />architecture, style and colors. <br /> <br />3. All rooftop mechanical equipment shall be screened from public view. <br /> <br />4. The Site Plan shall be further revised to show a thirty-foot setback for the proposed <br />parking lot near the south property line, <br /> <br />5. The applicant shall provide detailed specifications regarding the light fixtures to be used <br />with the expansion and so mark on the Photometric Analysis which fixtures are proposed <br />and which are existing, <br /> <br />6. The applicant shall obtain a permit from Ramsey County prior to performing any work <br />within the County Road I right of way. <br /> <br />7. The applicant shall execute and record with Ramsey County a Limited Use Agreement to <br />allow for the parking lot encroachment onto City right of way, <br /> <br />8_ The applicant shall provide proof of obtaining a RCWD Permit prior to any City permits <br />being issued. <br /> <br />9 _ All disturbed pervious areas shall be restored with sod or landscaping materials_ <br /> <br />10_ The applicant shall arrange to record the City Council resolution of approval with Ramsey <br />County _ <br /> <br />11. The landscaping lPlans shall be reviewed and approved by the City Forester. <br />
