<br />. <br /> <br />. <br /> <br />. <br /> <br />Resolution 657-01 <br />Page 2 <br /> <br />substantial revision, which will result in a new Comprehensive Plan being adopted by the City <br />Council. The proposal would be consistent with the Comprehensive Plan if the Plan were revised to <br />designate this property Community Commercial. <br /> <br />2. <br /> <br />The Property is Jocated at the corner of County Highway 10, Eastwood Road and County Road I, a <br />busy intersection with restricted vehicle movements to and from Eastwood Road. High-density <br />residential borders the Property to the northwest, single-family dwellings to the north and commercial <br />to the west and south. A rezoning to Limited Business would not be inappropriate given the higher <br />volunles of traffic and the existing uses_ <br /> <br />., <br />-'- <br /> <br />The proposed rezoning wouJd have little impact on the neighborhood, as the area is dominated by <br />higher density residential and higher density commercial uses in an area that experiences higher <br />volumes of vehicular traffic. The primary access to the property would be from Highway 10_ Thus, a <br />depreciation of the neighborhood would not be expected. <br /> <br />4. <br /> <br />The Mounds View Anima] Hospital has been serving this community for the Jast 13 years. In order <br />to meet the growing needs of their clients, they need to expand into their own freestanding building. <br />This rezoning would allow the animal hospital to relocate and expand, thus satisfying the needs of <br />the business as well as the greater community. <br /> <br />5_ <br /> <br />The proposed sale of the land would not be inconsistent with the Comprehensive PJan in that the <br />property was purchased with the sole intent of redevelopment. There are no identified public <br />purposes for this property in the Comprehensive Plan which wouJd warrant its retention. <br /> <br />NOW, THEREFORE, BE IT FURTHER RESOLVED, based upon the above findings <br />of fact, the information and documents regarding the rezoning proposal, the report drafted by <br />staff and the testimony of the applicant, and in consideration of the public testimony given at the <br />public hearing, the Planning Commission does hereby recommend to the City Council: <br /> <br />(a) approval of the rezoning request as shown on the attached Exhibit A, <br /> <br />(b) approval of the sale of the Property to the Mounds View Animal Hospital, and <br /> <br />(c) revision of the proposed Future Land Use Map to reflect a Community <br />Commercial land use designation. <br /> <br />BE IT FINALLY RESOLVED that the Planning Commission directs staff to forward <br />this resolution to the City Council prior to approval of the minutes.
