Mounds View City Council <br />Regular Meeting <br />• Bill Franke, of Everest Development, stated they would <br />like to start the project as soon as possible, and the <br />extension of Woodale is not critical to them, and they <br />have only proposed it in conjunction with the City's <br />Comp Plan. <br />Al Plaisted, 5221 O'Connell Drive, stated he had heard <br />the developer say more than once that they don't need <br />the road, and he as a resident does not want it. <br />Mayor Hankner stated they .must look at the legalities., <br />and they will hear the recommendation of the City <br />Attorney and Staff at the agenda session next week. <br />Ms. Weisman asked the Council to consider the road <br />extension would infringe on the wetland slightly. <br />Mr. Frits stated he did not feel there is a compelling <br />need to build a road just because the Comp Plan calls <br />for it. <br />Mr. Minetor stated that of the trees that would have <br />to be removed, many have died already, and they will <br />be looking at additional screening and plantings. He <br />added parking is recommended to go along the north <br />side of the road. <br />Ms. Lexon stated the road is dangerous already, with. <br />balls coming from the ball field and children playing <br />in the street. <br />Carol Olson, 5209 O'Connell Drive, asked why measure- <br />ments had already been taken. <br />Mr. Minetor explained survey work was required in order <br />for the impact to be assessed. <br />June 12, 1989 <br />Page Eleven <br />Ms. Olson questioned how. long it would be before wildlife <br />would come back, after the wetland is dredged. <br />Dick. Koppey, of Westwood Professional Services, stated <br />it would take one to two years for vegetation and wildlife <br />to begin to return, but it may be sooner. <br />Mr. Flatten commented on the various types of wildlife he <br />has seen in the wetland and stated he did not feel they <br />would come back after development. <br />Jerry Linke stated he felt parking should be on the south, <br />side of the road, as the majority of the cars would belong <br />to people at the ball fields. <br />i Ms. Burrows stated the residents enjoy the wetland as a <br />natural habitat, .and no one else goes in there., and sh.e <br />does. not want to see the road extended and an increase in <br />traffic. <br />
