Mounds View City Council July 10, 1989 <br />Regular Meeting Page Five <br />-------------------------------------------------------------------------- <br />to stop the County one way or another, and will sue <br />if necessary. <br />Mr. Minetor explained the road design and alignment <br />is based on the traffic using the road. He added <br />he did not feel it would be wise to make it a City <br />streets explaining that vehicles will use the road <br />based on the development along the roadway. He <br />further added that under State laws a-public roadway <br />is open to the public and they could not stop <br />people from using it. <br />Mayor Hankner explained the City is using State gas <br />tax money for the road reconstruction, and there are <br />guidelines which must be met, including load <br />requirements. <br />Mr. Leonard explained if the adjoining cities did not <br />want to make it a city street, it would remain a <br />county road for their sections. He further explained <br />that as a county State aid highway, the County takes <br />funds from the gas tax for maintainance and upkeep, <br />and those funds would be lost if it became a City <br />street. <br />Mr. Minetor clarified that right of way costs are <br />• eligible for MSA reimbursement. <br />Mr. Paulu stated the last word he had had was that <br />bids for the completion of Hwy. 6I0 would be let <br />in July 1991, for 1992 construction. Bids are to <br />be let in November 1991 for new Highway 1Os with <br />construction to begin in 1992 also. <br />There was discussion on acquisition of property that <br />may be necessary with the reconstruction. It was <br />agreed the Council would discuss this again at their <br />July 24 meeting and take some type of action at that <br />time. In the meantime, they will study the issues <br />further. specifically acquisitions. <br />Kathy Schoenberg, of Spring Lake Park Road, asked if <br />any .stop lights are planned. <br />Mr. Paulu replied that. the City of Spring Lake Park <br />has requested one for the intersection of Center <br />Drive and Baltimore, but it is questionable if it <br />will be approved. <br />State Representative Runbeck asked if there is a <br />schedule of formal public hearings set. <br />• Mr. Paulu explained that is not necessary unless <br />assessments are against the property owners. <br />
