Mounds View City Council August 28~ 1989 <br />Regular Meeting Page Nine <br />-------------------------------------------------------------------------- <br />. Motion/Second: Quick/Hankner to direct Staff to <br />make cost estimates for the improvements and make a <br />priority list and present it to the Council at the <br />next agenda session. <br />5 aye s 0 nays <br />Mayor Hankner noted the Park and Rec Commission had <br />discussed this last week, and they will be talking to <br />Mr. Valley. <br />Councilmember Blanchard had no report. <br />Councilmember Paone had no report.. <br />Mayor Hankner had no report. <br />Clerk/Administrator Pauley reported he had received <br />a letter from City Attorney Karney, requesting <br />another payment be authorized to Robert Waste, to <br />reimbursement him for the statutorily required <br />appraisal fee, and interest on the $10,100 award <br />made earlier, at 8%, for a total additional payment <br />• of $1,646.81, to be charged to the N~ounds View <br />Business Park tax increment fund. <br />Motion/Second: Quick/Paone to approve payment of <br />$1,646.81 to Robert Waste, to be charged to the <br />Mounds View Business Park tax increment fund. <br />5 ayes 0 nays <br />Mayor Hankner noted complaints had been received <br />concerning the Amoco station playing their adver- <br />tisements over the loud speaker late at night. <br />Clerk/Administrator Pauley responded that the City <br />Planner would contact them. He noted Super America <br />has been contacted twice recently, and there have <br />been problems with pallets also. <br />Mrs. Frits reported cans they have set out for pick- <br />up on recycling day have been taken by someone else <br />the night before. <br />Clerk/Administrator Pauley explained that is a problem <br />nation-wide, and while some cities have adopted anti-~ <br />scavenger ordinances, they are very difficult to enforce <br />• as you must catch the person and know that they are not <br />the property owner or do not-have permission from the <br />property owner to take the items. <br />Motion Carried <br />Councilmember <br />Blanchard <br />Councilmember <br />Paone <br />Mayor Hankner <br />24.
