Mounds View City Council August 14, 1989
Regular .Meeting Page Five
--------------------------------------------------------------------------
. County Commissioner Duane McCarty asked for direction
from the Council relative to the resolution they had
passed previously regarding County Road J reconstruc-
tion, concerning eminent domain, and whether the Council
really wants to give up that authority to the County,
or if they would prefer to leave it within the local'
domain. He noted not all commissioners live in or
close to the City of Mounds View. He stated that if
it is a cost containment issue. the County may be
able to help somewhat.
Mayor Hankner stated it is covered in the July 24
Council minutes, and noted it is a County. project,
and it is the Council's feeling that if acquisition
is needed, it is the responsibility of the County.
She noted Anoka County does it for their communities
and the cities of Blaine and Spring Lake Park do not
have to acquire the property necessary for the County
Road J reconstruction.
Mr. McCarty noted this would be giving authority to
the County and he pointed out .the residents would
have access to only one County board member.
Councilmember Quick noted the County board is elected
by the residents of the County, and all board members
• are representatives of all the people. He stated he
has no problems with giving up the authority to the
County.
Councilmember Wuori noted not all suburbs have the
same election structure as Mounds View, which is the
same situation as precincts or the County board repre-
senting several communities.
Mayor Hankner noted this is a County project and
should be done jointly by the two counties, and she
added the City should be represented by more than
just one commissioner.
It was the concensus of the Council to leave the
resolution the way it reads.
Mr. McCarty reported that Long Lake Road construction
north of County. Road H is included in the capital
improvement plan for 1991, but he cannot guarantee
that won't change within the next session.
Motion/Second: Quick/Blanchard to Approve Resolu-
tion No. 2517, approving a minor subdivision for
Elizabeth Mezzano, 7490 Knollwood Drive, Planning
Case No. 274-89, and waive the reading.
5 ayes 0 nays Motion Carried
