DATE APPROVED: 10/09/89 <br />PROCEEDINGS OF THE CITY COUNCIL <br />CITY OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />Regular Meeting <br />September 25, 1989 <br />Mounds View City Hall <br />2401 Hwy. 10, Mounds View, MN 55112 <br />The Mounds View City Council was called to order by <br />Mayor Hankner at 7:03 PM on Monday, September 26, 1989. <br />The Pledge of Allegiance was said. <br />MEMBERS PRESENT: Councilmembers Quick (who joined the <br />meeting at 7:11), Blanchard, Paone, Wuori and Mayor <br />Hankner. <br />It was noted Councilmember Quick was attending another <br />meeting and would be joining the Council meeting shortly. <br />ALSO PRESENT: City Attorney Karney, Finance Director <br />Brager and City Planner Hren. <br />• <br />Motion/Second: Paone/Wuori to approve the September <br />11, 1989 minutes as corrected. <br />4 ayes 0 nays <br />1. Approval of <br />Minutes: <br />September 11, <br />1989 <br />Motion Carried <br />There were no residents requests or comments from the <br />floor. <br />Mayor Hankner closed the regular meeting and opened <br />the first public hearing at 7:06 PM. <br />City Planner Hren explained the owner of Mid-American <br />Auto. at 2975 Highway I0, has requested a waiver to <br />the moratorium along Highway 10, as he would like to <br />erect a free-standing sign and eliminate all other <br />signage on the property. Due to the moratorium, he <br />could technically only paint a sign on the building. <br />The Planning Commission has reviewed the request and <br />recommends denial, based on the moratorium. Without <br />the moratorium, the sign would meet all code require- <br />ments. <br />5. Residents <br />Requests and <br />Comments from <br />the Floor <br />6.
