Mounds View City Council September 25, 1989 <br />Regular Meeting Page Two <br />-------------------------------------------------------------------------- <br />Mayor Hankner explained the moratorium was put in place <br />• some months ago while the Comp Plan was being updated <br />for the Highway 10 corridor. It is due to be completed <br />in February, and will be followed by public hearings. <br />The moratorium is in effect until April, 1990. <br />Kevin Mullins, owner of Mid-American Auto, stated he <br />had not realized until recently that he needed to pre- <br />sent a hardship. He stated he needs to be competitive <br />with the other businesses in the area, and Spring Lake <br />Park has seven auto dealers with free-standing signs <br />on their property, and his lack of signage is hurting <br />his business. He added there is an existing cement <br />foundation base the sign would be erected on, and <br />electrical service. is already in place, and he has <br />had a sign designed that would be in conformance with <br />all City requirements, and he presented a sketch of <br />what the sign would look like, as well as photos of <br />signs at dealerships in Spring Lake Park. <br />Councilmember Quick joined the meeting at 7:11 PM. <br />Mayor Hankner closed the public hearing and reopened <br />the regular meeting at 7:14 PM. <br />Mayor Hankner closed the regular meeting and opened <br />the second public hearing at 7:14 PM. <br />Ms. Hren explained Super America, who has recently <br />purchased all 7-11 stores in Minnesota, has requested <br />a wetlands alteration permit for the store at 7295 <br />Silver Lake Road, as the store sits in the wetland <br />buffer zone. They propose- to change the sign and <br />mansard at this time, and would do additional work <br />later, to include landscaping, repair. of the parking <br />lot and other minor repairs. They are requesting <br />approval of all changes at this time, to avoid having <br />to come back as they are ready to do each item. The <br />Planning Commission has reviewed the request and <br />recommends approval. The property is zoned B-1, and <br />would not be eligible for gas pumps, which require <br />B-3 zoning. <br />Jesse Varnes, 7350 Silver Lake Road, stated he would <br />like to see the place fixed up but he is concerned <br />that they may pump gas later. <br />Mayor Hankner explained they do not have room on their <br />property for gas pumps, nor is the zoning appropriate. <br />A request for the installation of gas pumps there. was <br />• denied in the past. <br />Ms. Hren reviewed the requirements for gas pumps. <br />She also noted they would have one year to complete <br />the work from the time the permit is issued. <br />7.
