MEMBERS PRESENT: Councilmembers Wuori, Quick, Blanchard, Paone and Mayor Hankner. Approval of Minutes: November 27, 1989 0 nays 1 abstention Councilmemb r Blanchard abstained from the vote as she had not bee present at the November 27 meeting. Motion Carried Finance Dir ctor Brager reviewed the activities of 5. Special the finance department in the third quarter. A good Order of deal of tim was spent working with department heads Business and the Cou cil on the budget, with many revisions due to special ction taken by the Legislature. The long term financ'al plan for the City was also worked on. A problem with a computer breakdown has resulted in difficulties with utility billings. The audit is also being orked on. Diane Archer, budget and finance supervisor of the Metropolit n Council, and president of the Government Finance Of icers' Association local group, presented a plaque t Mayor Hankner for the Distinguished Budget Presentati n Award. She reviewed the criteria for receiving he award. Mounds View is one of 14 jurisdicti ns in the state to receive it this year. It was als noted this is the second year Mounds View has r ceived the award.
