i--. -- _ . _ .. - - - - - -- <br />Resolution 745-03 <br />Page 2 <br />WHEREAS, the Planning Commission held a duly noticed public hearing on <br />November 5 and continued said hearing until November 19, 2003. <br />NOW, THEREFORE, BE IT RESOLVED, the Mounds View Planning Commission <br />hereby makes the following finding of fact related to the submitted Longview Estates <br />preliminary plat: <br />1. The proposed fifteen-lot subdivision is situated completely within a wetland zoning <br />district. <br />2. The minimum subdivision standards within a wetland zoning district are 125-foot <br />wide lots with lot areas of 20,000 square feet. <br />3. Approximately Half of the 7.14 acre wooded parcel is delineated as wetlands. <br />4. Approximately 20,320 square feet of wetlands would be filled to create the fifteen <br />lots with a total anticipated alteration of more than 200,000 square feet of area <br />within the wetland zoning district. <br />5. Neither soil borings nor a hydrology analysis were submitted to support the <br />applicant's request for the preliminary plat approval. <br />NOW, THEREFORE, BE IT FURTHER RESOLVED, the Mounds View Planning <br />Commission, based upon the above findings of fact and its review of the documentation <br />presented, does hereby recommend denial of the proposed Longview Estates major <br />subdivision. <br />BE IT FINALLY RESOLVED that the Mounds View Planning Commission directs <br />staff to forward this resolution to the City Council prior to approval of the minutes. <br />Adopted this 3rd day of December, 2003 <br />Gary Stevenson, Chairperson <br />Attest: <br />James Ericson, Community Dev.
