Item No.10B
Type of Business: CB
WK: Work Session; PH: Public Hearing;
CA: Consent Agenda; CB: Council Business City of Mounds View Staff Report
To: Honorable Mayor and City Council
From: William A. Clark, Chief of Police
Item Title/Subject: Resolution 5541 Authorizing the Hiring of
A Police Officer
Date of Report: August 29, 2018

HIRING OF NEW POLICE OFFICERS:
On February 26, 2001 the Police Civil Service Commission
Submitted a list of three names as eligible for hire by the
Police Department. Resolution #5534 was approved by the
Council, certifying the list. The Police Civil Service
Commission also submitted a recommendation to the
Council to hire candidate number one from the list, which the
Council approved in resolution #5533. Candidate number
one has declined at this time, after accepting an appointment
with another Department. The Department obtained legal
Council from the City Attorney and is offering to present the
list of three back to Council, to allow us to pursue the next
candidate on the list. The City Attorney finds no “for or
against” this procedure in law, and believes it is up to the
comfort level of the Council.

RECOMMENDATION:
It is the opinion of Staff that allowing the Department to
make offering to number two on the certified list of three will
expedite the hiring process. The Offer to the candidate will
be conditional based on passing both physical and
Psychological.

Respectfully Submitted,

___________________________
William A. Clark
Chief of Police
