Mezzenga Report <br />February 12, 2001 <br />Page 4 <br /> <br />Building Exterior: <br />The front (east) building elevation indicates a one and a half story building with a hipped <br />roof and covered entryway. The building exhibits an aesthetically pleasing, context- <br />sensitive residential appearance. The base of the building will be of masonry or stone <br />material and the top half sided with a wood-grained maintenance-free exterior. The <br />masonry or stone base and any other architectural features shall be incorporated in the <br />east, north and west building elevations, if not all four sides. <br /> <br />Grading: <br />It is not anticipated that the construction will alter the existing land elevations, and as such, <br />a grading plan does not need to be submitted. If existing elevations will remain substantially <br />unchanged as expected, the site plan shall be revised to generally show elevations for the <br />purpose of illustrating the direction of stormwater runoff and those areas where runoff can <br />collect during heavy rain. Arrows shall be used to indicate the direction of water flow. <br /> <br />Signage: <br /> <br />Because the proposed development is located within a predominately residential area, <br />special consideration shall be given toward the types and size of signage permitted. To <br />further strengthen the residential appearance of the building, staff would discourage the <br />use of any wall-mounted building signage. If, however, such signage is imperative, that it <br />be accomplished in a decorative, unobtrusive manner. Ground mounted signage shall be <br />allowed only if designed as a masonry monument sign, not to exceed eight feet in height <br />or 100 square feet in area. The location of such a ground sign shall be consistent with <br />Chapter 1008 in that it be located at least 15 feet from a property line and 25 feet from <br />the lot corner formed by the Greenfield Avenue and County Road I right of ways. The <br />site plan does not indicate a location for such a sign as no sign is currently proposed. <br /> <br />Planning Commission Review: <br /> <br />The Planning Commission reviewed this request at their meetings on January 3, 2001, <br />and January 17, 2001. After much discussion regarding the proposal, of which most was <br />focused on screening and buffering issues relevant to the residential property to the <br />south of the building, the Planning Commission recommended approval of the request, <br />contingent upon the following requirements: <br /> <br />1. Barrier curbing (B 6-12) shall be installed around the perimeter of the parking lot and access <br />drive. At points where stormwater will collect, cuts shall be made to allow water to pass <br />through into pervious areas. <br /> <br />2. All utilities to the building shall be installed underground. <br /> <br />3. One monument sign shall be allowed not to exceed eight (8) feet in height or one hundred <br />(100) square feet in area. The base of such sign shall be constructed of masonry or stone <br />materials to match the building. A pole or pylon type sign is prohibited. No more than 60 <br />square feet of combined building mounted signage shall be allowed.
