Item No. 10D
Staff Report No.
Meeting Date: March 26, 2001
Type of Business: C.B.
WK: Work Session; PH: Public Hearing;
CA: Consent Agenda; CB: Council Business City of Mounds View Staff Report
To: Honorable Mayor and City Council
From: Michael Ulrich, Director of Public Works
Item Title/Subject: Consideration of Mower Purchase
Date of Report: August 29, 2018

The large capacity mower purchased in1989 is due for replacement. Staff has demonstrated and inspected
several brands of mowers last season. The brand and model of mower recommended is listed on the State
Cooperative Purchasing Plan, of which the City is a member. Steve Dazenski, Parks Foreman has spoken
with the dealer of the brand staff recommends purchasing, regarding the trade-in value of the current
equipment. The dealer has offered a trade-in reduction of $3,500.00 off the purchase price of a new
mower. Staff would like to advertise this mower in the league bulletin and seek at least this amount or
more. If a higher bid amount were received, staff would obviously recommend the sale of the mower to
that entity. This will require the equipment to be declared surplus.

The 2001 budget amount is $70,000.00 for a mower replacement. This was an estimated price from several
vendors and costs have increased since the initial estimate and trade-in value has decreased. The following
is a breakdown of the mower costs including the trade-in of the Howard Price:

TORO 580D Groundmaster $64,534.00
OSHA approved all steel cab w/ROPS 5,875.00
OSHA approved air handling system 5,980.00
Trade-in for Howard Price (3,500.00)
Subtotal $72,889.00
MN State Sales Tax 4,738.00
TOTAL COST $77,627.00

Since this piece of equipment was bid with the State Cooperative Purchasing Program and the City of
Mounds View is a member of the Cooperative, we may purchase from this bid. All advertising and
bonding has taken place through this program. The additional funding required, which is $7,627.00, would
be received from the Vehicle and Equipment Replacement Fund.

I have attached two memos from Steve Dazenski for Council’s review.

RECOMMENDATION: Council declares the 1989 Howard Price, surplus equipment and advertise it for
sale to the highest bidder over $3,500.00, award the purchase to Toro for a 580D Groundmaster for a
purchase price of $77,627.00, to be funded from the Vehicle and Equipment Replacement Fund.

_________________________________
Michael Ulrich, Director of Public Works
