Item No: 10A <br />Meeting Date: April 2, 2001 <br />Type of Business: CB <br />City of Mounds View Staff Report <br />To: Honorable Mayor & City Council <br />From: James Ericson, Community Development Director <br />Item Title/Subject: Discussion and Consideration of Resolution 5541, a <br />Resolution Approving a Development Review for a <br />16,912 Square Foot Office Building at 2720 Highway 10 <br />Date of Report: March 29, 2001 <br /> <br />Background: <br /> <br />This item was discussed at great length at the Council’s March 26, 2001 meeting. As <br />the Council will recall, action on Resolution 5541 was tabled to allow for additional <br />information gathering and scheduling of expert testimony on the behalf of Mr. George <br />Winiecki, the neighboring property owner to the southeast. <br /> <br />Discussion: <br /> <br />Staff would simply like to summarize some of the main points regarding this request for <br />the benefit of the Council. <br /> <br />1. The request is consistent with the requirements of the Zoning Code and the Silverview Estates PUD. <br />2. The applicant has already compromised by moving the building back an additional 20 feet from <br />the front, increasing the proposed front setback from 30 feet to 50 feet. <br />3. By increasing the front setback, the applicant will incur additional development costs. <br />4. By increasing the front setback, the amount of impervious surface area within the 100-foot <br />wetland buffer increased from 5% to 16%. <br />5. The MIPH building will impact the sightlines to Mr. Winiecki’s building regardless if the set <br />back 50 feet or 73 feet. <br />6. Mr. Winiecki has a sign that will not be impacted by the location of the MIPH building. <br /> <br />While staff appreciates Mr. Winiecki’s concerns, the City should not allow the former TJB <br />Homes building, which was intentionally built far back from the highway, to dictate the <br />future setbacks of the adjoining undeveloped parcels. <br /> <br />Recommendation: <br /> <br />Staff and the Planning Commission recommend approval of Resolution 5541, a <br />resolution approving a development review for Minnesota Institute of Public Health to <br />allow for a 16,912 square foot office building with a future 6,000 square foot upper-story <br />addition, consistent with the Silverview Estates PUD and the Zoning Code. <br /> <br /> <br /> <br />_____________________________________ <br />James Ericson, Community Development Director
