National Handicap Housing Institute, Inc. We have successfully
negotiated the purchase of the Milo Pinkerton Property across from the elderly assisted living
complex near Highway 10 and Silver Lake Road.

We will be submitting an application to HUD (due May 25th) requesting construction and
rent subsidy monies sufficient to build and operate a 20 unit building under the Section 811
program.

We have identified Mounds View for this application because of the lack of this
specialized housing in the immediate area and because of the lengthy waiting list for a similar
building in New Brighton.

NHHI has developed over 50 of these buildings in cities all over the country and owns
and operates eight in the Metropolitan Area including New Brighton, Brooklyn Park, Champlin,
Hopkins, Bloomington (2), St. Paul and Robbinsdale. I encourage you to contact officials in
those cities as to the success of those properties.

A very important part of the application is evidence of local support, which typically takes
the form of a support letter from the municipality.

Could you please have the appropriate City Official draft such a letter for this purpose?
We would be very appreciative of this effort and it will go a long way toward completing an
awardable application.

Also, we need a brief letter describing what zoning exists on this property and what steps
need to be taken to meet local zoning requirements for the proposed use and how long this
process will take.

Thank you for your assistance.
Michael J. Bjerkesett, President
National Handicap Housing Institute
