While researching another <br />matter staff recently learned that the Personnel Manual states that step increases <br />must be approved by the City Council. It appears that since approximately late <br />1998 step increases have been presented to the Council for approval only to the <br />extent that they are approved by the Council at the time of hire. <br /> <br />Section 3.01B of the City’s personnel manual reads as follows: <br /> <br />Progress Through the Step Plan <br /> <br />2. Advancement to each step shall occur only after a performance <br />evaluation rated satisfactory or better has been conducted by an <br />employee's Supervisor and approved by the Department Head, City <br />Administrator and the City Council. <br /> <br />Recommendation <br />Staff recommends the adoption of Resolution 5608 which requires that a <br />resolution indicating satisfactory performance or better be approved by the City <br />Council prior to step increases being executed. <br /> <br />Respectfully Submitted, <br /> <br /> <br /> <br />Givonna Reed <br /> <br /> <br /> <br /> <br /> <br /> <br />
