Clear Channel Report <br />October 22, 2001 <br />Page 3 <br /> <br />(1) Any alteration shall not cause a reduction in the flood storage capacity of the <br />wetland. <br /> <br />The expansion is not expected to result in the loss of any wetland flood storage <br />capacity. If any fill does occur, however minimal, below the 902.0 foot elevation, <br />an equal or greater area shall be replaced immediately adjacent to the billboard <br /> <br />(2) An alteration shall not reduce the existing water quality enhancement value of a <br />wetland under conditions of ultimate development. <br /> <br />This site is not designated for development. As such, this requirement does not <br />apply. <br /> <br />(3) Any alteration shall not reduce the existing wildlife habitat value of a wetland as <br />measured using methods approved by the City. <br /> <br />This area of the wetland and the adjoining uplands are open and adjacent to <br />County Highway 10. The alteration will not impair or otherwise negatively impact <br />the wildlife habitat of the area. <br /> <br />(4) Alterations shall be carried out so as to minimize the impact on vegetation. Removal <br />of vegetation within a wetland zoning district shall be permitted only when reasonably <br />required for the placement of structures and use of property. <br /> <br />The extent of the actual alteration should be minimal and restricted to the area <br />immediately surrounding the existing billboard. The vegetation in this area is not <br />of high quality, and is neither pristine nor natural. This area, including the now <br />delineated wetlands, was originally cultivated for some type of agricultural use, <br />which appeared to have been discontinued sometime in the 1940s. <br /> <br />(5) Alterations shall not adversely affect the water flow characteristics within the wetland <br />as determined by the City. <br /> <br />The alteration will not affect the water flow characteristics within the wetland. <br /> <br />(6) Storm water runoff from a development may be directed to the wetland when in <br />conformance with the Local Water Management Plan and only when substantially, as <br />determined by the Council, free of sediment, debris and chemical pollutants and only at <br />rates which will not substantially disturb vegetation or increase turbidity as determined <br />by the City. <br /> <br />The runoff generated by the billboard may enter the wetland and would be free of <br />pollutants and other particulates. <br /> <br />(7) The proposed action shall not cause storm water runoff from the development to <br />take place at a rate which would exceed the rate or volume of runoff as anticipated by <br />the City's Local Water Management Plan.
