<br /> <br />General Land Use & Goals <br /> <br />The intent of Mounds View’s land use element is to show the use of land and water including lakes, wetlands, natural <br />drainage courses, and adjoining land areas that affect natural water resources for residential, commercial, industrial, <br />and other public and private purposes. This element describes the overall land use pattern and how it is related to the <br />community’s future housing needs, environmental conditions and protection, surface water management and historic <br />preservation as required by state statutes and Metropolitan Council guidelines. <br /> <br />Goal 1: Maintain a cohesive land use pattern that ensures compatibility and functional relationships between activities <br />and uses. <br /> <br />Goal 2: Preserve and protect property values. <br /> <br />Goal 3: Ensure that community development is compatible with features of the natural environment and is <br />accommodated without destroying desirable environmental features and natural amenities. <br /> <br />Goal 4: Prevent development that is not accompanied by a sufficient level of supportive and service facilities (utilities, <br />parking, access, etc.). <br /> <br /> <br />Residential Land Use & Goals <br /> <br />Residential development will continue to be the primary type of land use in Mounds View. The established residential <br />land use pattern should be maintained and enhanced to provide a quality environment for all density conditions and for all <br />housing types. Within this context, low-density single-family detached neighborhoods are to be preserved. However, in <br />order to provide additional housing opportunities and to ensure environmental quality, medium-density single-family <br />attached housing should be introduced to provide a transition between these neighborhoods and existing or new higher <br />intensity multifamily or commercial uses. This should be done in appropriate areas through redevelopment of individual <br />parcels or through larger mixed use planned unit developments. <br /> <br />All new larger scale residential development should be undertaken on a planned unit development basis. This should be <br />done not only to help ensure that the type of high quality development desired by the community occurs, but to take <br />maximum advantage of the limited amount of vacant land remaining in the community. In areas that contain land of <br />marginal development quality, cluster type development should be utilized to reduce site work and prevent destruction of <br />sensitive areas. <br /> <br />In all cases, residential development should be adequately buffered from adjacent commercial development. This does <br />not preclude the possible removal of a limited number of existing residential uses which are inconsistent with the adopted <br />future land use plan to provide for better transitions between residential and commercial uses. Development standards <br />should be strictly enforced for all use types to ensure that a satisfactory environment is created. <br /> <br />Goal 1: Preserve the identity and improve the quality and appearance of existing neighborhoods. <br /> <br />Goal 2: Provide safe, healthy, and attractive residential environments that offer a broad and full choice of housing <br />opportunities to meet the needs of all segments of the population. <br /> <br />Goal 3: Encourage a creative approach to the use of land and related residential development. <br /> <br />Goal 4: Protect residential land uses that are impacted by noise in the vicinity of the Anoka County-Blaine Airport. <br /> <br />Commercial Land Use & Goals <br /> <br />Mounds View has a relatively low percentage of commercial development. The commercial tax base of the city should be <br />expanded to provide additional desirable commercial uses in Mounds View to provide products and services to Mounds
