The County Highway 10 corridor is the most appropriate place for commercial tax base expansion to <br />occur. <br /> <br />The Mounds View land use plan establishes a hierarchy of four commercial land use types. The lowest intensity <br />commercial land use designation is neighborhood commercial which would allow for uses intended to serve the daily <br />convenience shopping needs of individual neighborhoods. The next level of commercial land use is community <br />commercial. Community commercial uses provide products and services to the community as a whole. Regional <br />commercial uses provide products and services to customers beyond the City’s boundaries as well as to the community as <br />a whole. The fourth and most intensive commercial land use type is the highway commercial land use designation. These <br />uses are primarily oriented to the pass-through auto user and include fast food restaurants, gas stations, and auto <br />accessory stores. They typically generate relatively high traffic levels and should be located along arterial roadways. <br /> <br />There is a very limited number of pure office uses in Mounds View. Office uses are typically found in light industrial <br />business park buildings. Existing office uses are small one story professional buildings. Additional office buildings could <br />be an important way to expand the City’s tax base and provide additional high quality jobs with potentially less impact on <br />adjacent neighborhoods and roadways than with commercial uses. <br /> <br />Goal 1: Commercial development along County Highway 10 shall be considered in order to provide a broad tax base <br />and expanded employment base in Mounds View. <br /> <br />Goal 2: Provide safe, convenient, attractive, and accessible commercial development within Mounds View. <br /> <br />Goal 3: Major retail sales and services will be developed in planned and concentrated centers. <br /> <br />Goal 4: Maintain small neighborhood commercial areas, located in accordance with the comprehensive plan in locations <br />that will best serve residential areas. <br /> <br /> <br />Industrial Land Use & Goals <br /> <br />The primary industrial area in Mounds View is located in the southeast corner of the City generally <br />in the area of the intersection of County Highway 10 and Interstate 35W. The Mounds View <br />Business Park provides a major portion of the industrial uses in the community. The business park is <br />developed with the exception of a site on County Highway 10 at the west end of the business park <br />which is projected for a future building expansion. In addition there are vacant sites and single family <br />residential uses at the southwest quadrant of the intersection of County Highway 10 and Woodale <br />Drive where future business park expansion could occur. Redevelopment of older industrial and <br />commercial buildings along the north side of County Road H west of County Highway 10 for light <br />industrial use should also be considered. Long term future industrial expansion should also be <br />considered for the current Townsedge Terrace Manufactured Home Park and the adjacent Skyline <br />Motel site along Old Highway 8. <br /> <br />Goal 1: Industrial development shall be considered in order to provide a broad tax base and an expanded employment <br />base within Mounds View. <br /> <br />Goal 2: Ensure that industrial development is compatible with adjacent land uses and is accommodated without <br />destroying desirable environmental features and natural amenities. <br /> <br /> <br /> Existing Future Change <br />Land Use Category Acres Percent Acres Percent Acres Percent <br /> <br />Residential 1,327.87 50.36% 1318.86 50.01% -9.01 -0.34%
