<br /> <br />Implementation <br /> <br />The Mounds View Comprehensive Plan is a policy document. The plan is not a law or ordinance but is meant to be a <br />flexible guide. For this plan to be effective, an implementation plan must be developed to outline specific actions that the <br />City will take to reach the goals and achieve the vision that the plan sets out for the City. The following outlines the <br />actions the City will take to implement this plan. <br /> <br />Land Use: <br /> <br />1. The City will review its current zoning map to determine if inconsistencies exist with the adopted <br />comprehensive plan map. The City will process rezonings as necessary to remove inconsistencies. <br /> <br />2. The City will also review its City codes including zoning, subdivision, and housing codes to address <br />inconsistencies with the comprehensive plan and to assist in its implementation. <br /> <br />3. Develop and adopt a specific land use plan for the County Highway 10 corridor. <br /> <br />4. Update, adopt, and implement a second-generation storm water management (watershed) plan. <br /> <br />Housing: <br /> <br />1. Continue existing housing programs and develop new programs to improve all aspects of the housing stock in <br />Mounds View. <br /> <br />2. Work with the Minnesota Housing Finance Agency and other funding agencies to fund programs to maintain <br />existing housing stock and provide new housing. <br /> <br />3. Maintain the housing stock within Metropolitan Council Livable Community benchmarks. <br /> <br />4. Continue to work with the North Metro I-35W Corridor Coalition on housing issues. <br /> <br />5. Explore opportunities for providing “move up” and life-cycle housing. <br /> <br />6. Work with the Metropolitan Airports Commission to provide noise attenuation for residences impacted by <br />airplane noise. <br /> <br />Public Facilities: <br /> <br />1. Maintain existing facilities. <br /> <br />2. Continually evaluate programs to insure that they meet the needs of Mounds View citizens. <br /> <br />3. Maintain water and sanitary sewer system infrastructure. <br /> <br /> <br /> <br />Transportation <br /> <br />1. Maintain and reconstruct streets as necessary and consistent with the City’s streets policy. <br /> <br />2. Work with Ramsey County to develop a plan for the future reconstruction of Highway 10. <br /> <br />3. Work with the Metropolitan Council Transit Organization to improve transit service in Mounds View.
