RESOLUTION NO. 5474 <br /> <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br /> <br />RESOLUTION REQUESTING THAT RAMSEY COUNTY INVESTIGATE AND <br />IMPLEMENT CERTAIN PEDESTRIAN SAFETY IMPROVEMENTS ON COUNTY <br />HIGHWAY 10 <br /> <br />WHEREAS, the State of Minnesota has turned over jurisdiction of the roadway in the City of <br />Mounds View formerly known as Trunk Highway No. 10 to Ramsey County; and <br /> <br />WHEREAS, said roadway is now known as County Road 10; and <br /> <br />WHEREAS, the City of Mounds View has identified a number of pedestrian safety concerns <br />along said roadway; and <br /> <br />WHEREAS, there has been a pedestrian fatality and other vehicle/pedestrian incidents along <br />said roadway; and <br /> <br />WHEREAS, Ramsey County staff has indicated a commitment to work with the City of Mounds <br />View to investigate changes that will improve both vehicular and pedestrian safety along County <br />Highway 10. <br /> <br />NOW, THEREFORE, BE IT RESOLVED, that the City of Mounds View hereby requests that <br />Ramsey County investigate and implement as soon as possible the following changes to improve <br />pedestrian safety on Highway 10: <br /> <br />1. Reduce the speed limit on County Highway 10 from 50 mph to 40 or 45 mph. <br />2. Install additional speed limit signs. <br />3. Increase signal pedestrian walk-time. <br />4. Increase crosswalk signage and identification. <br />5.
